"Nagrik Devo Bhava": PM Modi Unveils New PMO 'Seva Tirtha' as Era Ends at Old Office
Prime Minister Narendra Modi inaugurated the 'Seva Tirtha' complex on Friday. It will now house the Prime Minister's Office (PMO), the National Security Council Secretariat (NSCS), and the Cabinet Secretariat. The PMO will now shift from South Block on Raisina Hill to Seva Tirtha.
During the inauguration, the Prime Minister unveiled a plaque dedicated to the new complex. The message "Seva Tirtha" is written in Devanagari script on the wall of the complex. The mantra "Nagarik Devo Bhava" (Citizens are like God) is also written below it.
The Seva Tirtha complex consists of three buildings: Seva Tirtha-1, Seva Tirtha-2, and Seva Tirtha-3. Seva Tirtha-1 houses the PMO, Seva Tirtha-2 houses the Cabinet Secretariat, and Seva Tirtha-3 houses the NSCS and the office of National Security Advisor Ajit Doval. These offices were previously located in different locations.
The Cabinet Secretariat has already moved to Seva Tirtha-2 in September 2025. Today, along with the PMO, the NSCS and the office of the National Security Advisor will also shift there. The PM will inaugurate Seva Tirtha along with Kartavya Bhawan-1 and 2, which will house the new offices of the ministries, at around 6 pm.
Last Cabinet Meeting in South Block Today
Following the inauguration of Seva Tirtha, the PM will address a public event. The old PMO and the ministries' offices are located in the North and South Blocks of the Secretariat Building in New Delhi. These two buildings served as the center of power in the country for nearly 78 years. Friday will be the last day of government work here.
Before moving to the new PMO, PM Modi will hold a special meeting of the Union Cabinet in South Block. This meeting is scheduled for 4 pm on Friday. This will be the last cabinet meeting in the British-era Secretariat Building. Since 2014, the Modi government has taken consistent steps to move away from symbols of British rule.
Seva Tirtha, built at a cost of ₹1189 crore
Seva Tirtha means 'place of service'. It was originally named 'Executive Enclave', but was renamed Seva Tirtha on December 2, 2025. It is located in the Executive Enclave on Dara Shikoh Road in New Delhi.
It spans approximately 2.26 lakh square feet (approximately 5 acres). It was built by L&T at a cost of ₹1,189 crore. A new residence for the Prime Minister is also being constructed near the new PMO. Once completed, the Prime Minister will move from his current residence at 7, Lok Kalyan Marg to the new residence. However, the date for this move has not yet been announced.

Earlier, the Home Ministry had moved from the North Block complex in Raisina Hills, Lutyens' Delhi, to the Common Central Secretariat (CCS) building on Janpath. The Ministry of Home Affairs has been allocated 347 rooms in the new complex. For nearly 90 years, the Ministry of Home Affairs operated from North Block.
Seva Tirtha and Kartavya Bhawan are part of the Central Vista Project
Seva Tirtha and Kartavya Bhawan-1 and Kartavya Bhawan-2 were constructed as part of the Central Vista Redevelopment Project, which also includes the construction of the new Parliament House and Kartavya Path. The area on both sides of Kartavya Path is known as Central Vista. The Central Vista Project includes the redevelopment and construction of several buildings from Rashtrapati Bhavan to India Gate.
Digital and Eco-Friendly Facilities in Kartavya Bhawan-1 and 2
Kartavya Bhawan-1 and 2 feature digitally equipped offices, public areas for direct public contact, and a centralized reception. The government claims this will improve coordination between ministries, speed of work, and public participation.
The buildings have been designed according to 4-star GRIHA standards. These facilities utilize renewable energy systems, water conservation systems, waste management systems, and energy-efficient construction techniques.
These will reduce environmental impact and enhance the quality of work. These campuses also include security features such as smart access control systems, surveillance networks, and advanced emergency response systems. This will ensure a safe and orderly environment for officials and visitors.

August 6, 2025: PM inaugurates Kartavya Bhawan-3
Prime Minister Narendra Modi inaugurated Kartavya Bhawan-3 on August 6, 2025, at Kartavya Path. It houses the offices of Home, External Affairs, Rural Development, MSME, Petroleum, and the Principal Scientific Advisor.
Kartavy Bhawan-3 is the first building of the Common Central Secretariat (CCS). The CCS comprises a total of 10 office buildings and a convention center.
