Haryana Budget 2026: Vehicle Discount for Women, Agniveer Police Quota & Lado Lakshmi Yojana Updates
Haryana Chief Minister Nayab Singh Saini, as Finance Minister, presented a budget of ₹2,23,658.17 crore in the Assembly on Monday. This is 10.28 percent more than the previous budget. Saini began his budget speech with Guru Nanak Dev Ji's principle, "Kirat Kar, Naam Jap, Vand Chhak." Wearing a saffron turban, CM Saini read the budget speech for 3 hours and 10 minutes.
Women will now receive a 1% tax exemption on purchasing a vehicle in their own name. Furthermore, the scope of the Lado Laxmi Yojana for women has been expanded. Starting September 25th, women with incomes up to ₹1.80 lakh will benefit from it. Currently, 922,000 women earning up to ₹1.40 lakh are receiving ₹2,100. Now, 600,000 more women will benefit from this scheme.
A 20% reservation has been proposed for Agniveers in police recruitment. Next year, 1,300 Agniveers will be specially recruited into the police.
New Electricity Corporation for Farmers
A new electricity corporation, called Agri Discom, will be established in the state, under which tubewell connections will be provided to farmers. The new district of Hansi will be developed as a modern district. Haryana Roadways will purchase 50 new electric buses. These buses will travel from Gurugram and Chandigarh to major religious sites such as Katra, Salasar, Khatushyam, Haridwar, and Amritsar. Additionally, under the Chief Minister's Pilgrimage Scheme, poor families will be provided with pilgrimages to Shirdi, Mata Vaishno Devi, and Amritsar.

Women
- Women with an income of ₹1.80 lakh will receive ₹2,100 per month under the Lado Laxmi Scheme.
- A one-percent tax exemption will be provided on purchasing a vehicle in their own name.
- Seven new women's police stations will be established in Loharu, Barwala, Narwana, Samalkha, Mahem, Radaur, and Pehowa.
Under the Pink Cab Scheme, driving training and loans up to ₹10 lakh will be provided for the purchase of electric vehicles.

One thousand Anganwadi centers will be upgraded to play schools and "Saksham Anganwadis."
Nari Mandapam will be established in Gurugram for women's empowerment.
33% reservation for women in the allocation of 4,000 new fair price shops.
Women will be given the Mahila Samarth Sansthan Award Scheme.
300,000 Lakhpati Didis will be created. So far, 483,361 women have been identified.
30% of seats in three State Entrepreneurship Development Institutes will be reserved for women.
Currently, there are 273 buses for girl students; this number will be increased to 500.
Youth/Students
Six mobile skill labs will be set up at a cost of ₹6 crore.
One lakh youth will be trained in Artificial Intelligence (AI).
- Under the PM Sugam Yojana, 'high-end-spoke' ITI clusters will be established in Sonipat and Kurukshetra.
- A ₹50 crore center will be built, where on-the-job training will be provided and new methods will be discovered.
- Students participating in the training program will receive ₹2,000 per month.
- Five new hostels will be built in Karnal, Hisar, Rohtak, Gurugram, and Palwal.
- More than 20,000 youth from rural areas will receive on-the-job training.
- Financial assistance will be provided to the families of youth who have gone abroad through legal routes in case of their death.
- A center will be opened to train youth before they travel abroad.
- A 20% reservation will be given to Agniveers in Haryana Police recruitment.
- A web portal will be opened to provide free travel to HSSC candidates.
Athletes
- A talent search campaign will be launched under the Mission Olympics 2036 scheme.
- The 'Fit Haryana Campaign' to promote fitness will begin on September 30, 2026.
- The Rajiv Gandhi Sports Complex, Daulatabad, will be developed as the state's first para-sports stadium.
- 21 new sports stadiums will be built in Kaithal, Jhajjar, Charkhi Dadri, Gurugram, Kurukshetra, Jind, Rohtak, Faridabad, Yamunanagar, Sonipat, Fatehabad, and Palwal.
- International athletes will be appointed to provide better training to athletes.
- A Khelo India Mini Center will be established in each district, which will be assigned to a former champion athlete.
- A synthetic athletic track will be built in each district.
Farmers
- The incentive for growing indigenous cotton will be increased from ₹3,000 to ₹4,000 per acre.
- An additional bonus of ₹2,000 per acre will be given for growing pulses, oilseeds, and cotton, other than paddy.
- Space will be provided for organic production in 10 markets.
- Compensation for fruits, vegetables, and spices will increase under the Chief Minister's Horticulture Insurance Scheme.
- An incentive of ₹5,000 per acre will be provided for sugarcane cultivation using single bud technology.
- Beekeeping will also be included in the Chief Minister's Horticulture Insurance Scheme.
- Seven veterinary dispensaries and four government veterinary hospitals will be opened in the state.
- A veterinary epidemiology center will be established in Hisar at a cost of ₹30 crore.
- Two new milk plants with a capacity of 5 lakh liters will be built in Rewari and Ambala.
- Eight new integrated food labs will be established. A milk and food testing lab will be established in Karnal.

- Free annual health checkups for industrial workers.

- CT scans will be installed in 18 districts and MRI machines in 7 districts.
