Gurugram Administration Freezes Bank Accounts of 71 Real Estate Builders Over ₹446 Crore HRERA Dues
Direct Action Against Defaulters
In a major relief for thousands of distressed homebuyers, the Gurugram district administration has taken decisive action by freezing the bank accounts of 71 real estate developers and builders. The action stems from their failure to deposit outstanding dues totaling ₹446 crore ordered by the Haryana Real Estate Regulatory Authority (HRERA).
Several recovery certificates (RCs) issued by the regulator had been pending execution for more than four years, leaving buyers with winning regulatory orders but no financial relief.
Major Real Estate Firms Under the Scanner
The crackdown targets prominent players in the National Capital Region (NCR) real estate market. According to officials, the top defaulters account for a significant portion of the total unrecovered funds:

Demand notices have been served to these entities to immediately settle their pending obligations.
Legal Provisions & Property Attachment Process
The administrative order was issued under Section 40(1) of the Real Estate (Regulation and Development) Act, 2016. This provision empowers local administrations to recover penalties, interest, and refunds ordered by HRERA as arrears of land revenue.
Alongside freezing bank accounts, revenue officials have initiated proceedings under the applicable provisions of the Punjab Land Revenue Act to attach both movable and immovable properties of the defaulting developers. Furthermore, authorities warned that if the pending liabilities cannot be realized through account balances or asset liquidations, the administration will invoke laws allowing for the civil arrest and detention of defaulting promoters.
Timelines and Monitoring Mechanism
To ensure speedy realization of the funds, Sub-Divisional Magistrates (SDMs) and Tehsildars have been instructed to conduct weekly progress reviews and expedite recovery procedures in a time-bound manner.
Homebuyers possessing valid HRERA recovery certificates have been advised to approach the office of the District Revenue Officer (DRO), local SDM, or Tehsildar to check the execution status of their respective claims.
