According to the police, the involvement of both the father and the son has come to light in this matter.

This case pertains to the Payal area of Khanna, where a commission agent (Arhati) was recently subjected to a ransom demand of one crore rupees. The individual demanding the ransom threatened the victim while identifying himself as the gangster 'Donny Bal.' Upon receiving the complaint, the Khanna police registered a case and initiated an investigation.

During the course of the investigation, it was revealed that the ransom demand was orchestrated jointly by Shaganpreet Singh—who is currently based in Australia—and his father, Saudagar Singh Sarao, who resides in Punjab. Subsequently, the police arrested Saudagar Singh in Payal.

Meanwhile, Shaganpreet's mother, Daljit Kaur, lodged a complaint with the DGP of Chandigarh. She alleged that the Chandigarh and Punjab police had picked up her husband from their home and held him in illegal custody. She further claimed that he was assaulted during this period and that the police demanded a sum of 10 lakh rupees.

Daljit Kaur stated that her husband's life is in danger. She has demanded that the DGP ensure her husband's safe recovery and that an FIR be registered against the concerned police officials, followed by strict disciplinary action.

**The Ransom Case in 3 Key Points...**

**Repeated Calls from a Foreign Number:** A commission agent registered a case at the Payal Police Station on March 25. The case was filed against the gangster 'Donny Bal.' The agent stated that he received calls on his mobile phone from the number +447441469808. He did not answer the calls, even after receiving them once or twice.

**Voice Message Sent After Calls Went Unanswered:** The agent recounted that he subsequently received a voice message from the same number, which stated: "Shah Ji, listen to me; this is Donny Bal speaking. You can play the recording of my call for the SSP of Khanna or the CP (Commissioner of Police). I want one crore rupees. If you disconnect this call, be warned that I have the full address of your commission agency shop located in the Payal Grain Market." Accused States: "Keep Your Children Safe." According to the commission agent, the accused asserted, "I am not making a fake call; go ahead and play whatever recording you wish to play. If my 'associate' moves forward, things will go awry; if you attempt to flee, my man will take action." This voice message is approximately 29 seconds long. Subsequently, another message was received containing a threat: "Keep your children safe."

DSP Confirms: "Involvement with Doni Bal Established"
DSP Mohit Singla stated that a few days ago, within the Payal area, a ransom call was made to a local businessman on behalf of Balwinder Singh—alias Doni Bal—a resident of Beas, Amritsar. Upon receiving this information, an FIR was registered against the accused at the Payal Police Station.

During the course of the investigation, it came to light that Shaganpreet Singh—a resident of Fatehgarh—was also involved in this incident alongside Doni Bal. Shaganpreet Singh currently resides in Australia, and his father, Saudagar Singh, is also implicated in the matter. Shaganpreet Singh's father, Saudagar, has been arrested in connection with this case.

Shaganpreet's Name Also Surfaces in Midddukhera Murder Case
Shaganpreet Singh's name had previously surfaced in the Vicky Midddukhera murder case, which took place prior to the assassination of Sidhu Moosewala. Sidhu Moosewala's murder occurred shortly after the Vicky Midddukhera case, with the blame for the latter being attributed to the Lawrence Gang. At the time of Sidhu Moosewala's assassination, Shaganpreet Singh was in Canada.

The Mohali Court rejected the bail of two KLF terrorists arrested with weapons, stating that the charges are extremely serious and they could tamper with evidence.

The judiciary has once again taken a strict stance toward maintaining peace and law and order in Punjab. A local court in Mohali has outrightly rejected the bail plea of two accused associated with the banned terrorist organization Khalistan Liberation Force (KLF). The court made it clear in its decision that the charges against the accused are of a very serious nature, and if they are granted bail at this stage, they might attempt to intimidate witnesses and tamper with evidence. This decision is being considered a major legal blow against the active terror sleeper cells and weapons smuggling networks in Punjab.

Court's Strict Remarks: 'National Security is Paramount'

While hearing the bail plea, the Mohali Court judge underlined the severity of the matter. The court agreed with the arguments of the Prosecution, which stated that the accused are not ordinary criminals, but are part of a banned organization (KLF) that is a direct threat to the sovereignty and integrity of the country.

In his order, the judge primarily emphasized the following points:

Apprehension of Tampering with Evidence: The court stated that the accused could be part of a larger criminal and terrorist network. Upon coming out, they could influence the police investigation and destroy crucial evidence.

Serious Charges and Recovery of Weapons: The accused were caught red-handed with a large cache of illegal weapons and ammunition. The court considered that the recovery of such a large number of weapons points towards a major terror plot.

Safety of Witnesses: In such cases, witnesses often live under the shadow of fear. The court acknowledged that considering the criminal history of the accused and the nature of their organization, there could be a threat to the lives of the witnesses.

Background of the Arrest: Caught with a Cache of Weapons

These two accused were arrested some time ago during a joint operation by the Punjab Police's Special Task Force (STF) and intelligence agencies. The police had received secret information that some KLF operatives were going to receive a consignment of weapons from across the border and were plotting to carry out a major incident in the state.

Blockade and Arrest: The police had intercepted a suspicious vehicle during a special blockade. During the search, sophisticated foreign pistols, magazines, and a large quantity of cartridges were recovered from inside the vehicle.

Suspicion of Weapons Smuggling via Drones: Initial investigations revealed that these weapons were dropped into Indian territory via drones by handlers based in Pakistan. The job of the accused was to transport these weapons to safe locations and further distribute them to sleeper cells.

Arguments of Both Sides in Court

Arguments of the Defense: The counsel for the accused argued in court that their clients had been falsely implicated by the police in a fabricated case. They claimed that the recovery of weapons shown by the police is concocted and no direct link of the accused with KLF or any other terrorist organization has been proven. The defense pleaded for bail citing Article 21 of the Constitution (Protection of Life and Personal Liberty).

Strong Opposition by the Prosecution: Strongly opposing the bail plea, the public prosecutor presented the police charge sheet and intelligence reports before the court. The prosecution argued that:

Several foreign numbers have been found on the mobile phones of the accused, which are directly linked to KLF handlers sitting abroad.

The weapons recovered from the accused are not generally possessed by local criminals, but are specifically sent from across the border for terrorists.

If they get bail, they might flee the country or become active in their terrorist activities again, which could increase incidents like "target killings" in the state.

The Growing Threat of the Khalistan Liberation Force (KLF)

The Khalistan Liberation Force (KLF) is a banned terrorist organization under the Unlawful Activities (Prevention) Act (UAPA) by the Government of India. This organization was highly active during the terrorism in Punjab in the 1980s and 90s. In recent years, at the behest of Pakistan's intelligence agency ISI, handlers of this organization sitting abroad (especially in Canada, the UK, and Germany) are trying to revive terrorism in Punjab.

Nowadays, KLF's strategy has changed. Instead of direct large-scale attacks, they are working on disrupting communal harmony in the state, carrying out 'target killings' of prominent leaders, and brainwashing the youth in collusion with gangster networks. In such a scenario, the arrest of any operative associated with KLF and keeping them behind bars is a major success for the police.

Impact on Law and Order in Punjab

This decision by the Mohali Court will boost the morale of the Punjab Police and central agencies like the National Investigation Agency (NIA). The message is clear that the judiciary is in no mood for leniency in matters related to terrorism and state security.

Recently, the Punjab Police has launched a massive 'crackdown' to break the nexus of gangsters and terrorists. Stopping weapons smuggling and neutralizing sleeper cells has become the top priority of the government. The rejection of the bail plea by the Mohali Court has ensured that the police will get ample time to complete their further investigation without any external pressure or witnesses being influenced. Now, by taking these accused on remand, the police will try to expose their financial network (terror funding) and other associates.

Conclusion: Overall, this decision by the Mohali Court is not only important from a legal perspective, but it also sends a strong message to society that the justice system stands firmly against anti-national forces. It will now be crucial to see what further major revelations the police make in their final charge sheet in this case.

The CGM Court ordered this while disposing of a petition filed by Ranjeet Singh's mother, and the family agreed.

Harvinder Singh Malli, the deceased's uncle, stated that they have arrived at the Civil Hospital to conduct the post-mortem, complying with the court's order. A team of doctors and lawyers are also present at the hospital. However, family members are demanding that they be allowed to view Ranjeet Singh's body before the post-mortem.

It should be noted that on February 22, the bodies of ASI Gurnam Singh and Home Guard Jawan Ashok Kumar Shamim were found at the Adian police post, just one and a half kilometers from the India-Pakistan international border.

Family's conditions before the post-mortem...

Harvinder Singh Malli, Ranjeet Singh's uncle, stated that in compliance with the court's order, they have arrived at the Civil Hospital to conduct the post-mortem. However, they demand that family members be allowed to view Ranjeet Singh's body before the post-mortem. He also requested a meeting with the doctors who will conduct the postmortem, so he can understand which doctors are involved.

He stated that the postmortem should be videographed. The court notice has reached him, and he should be informed of the contents of the notice. If the administration agrees to all his demands, then we will conduct the postmortem.

Meanwhile, the court rejected the demand for a postmortem for Ranjeet Singh's body to be conducted at the PGI or AIIMS. The court clarified that this demand was not within its jurisdiction and was solely within the jurisdiction of the High Court.

The court also stated that the deceased's body had been lying at the Civil Hospital for several days, so an immediate postmortem was necessary. The CGM immediately ordered the SMO of the Civil Hospital to form a board of doctors for the postmortem.

Ranjeet was killed and five other officers were injured in the encounter.

It is noteworthy that the police encounter occurred at around 3 a.m. on February 25th. Ranjeet was arrested and taken to recover the weapon, but he escaped when the SHO's vehicle overturned. A CIA team then surrounded him in the Purana Shala area.

On seeing the police, he opened fire and attempted to escape. During the crossfire, Ranjeet was shot and killed. Five other officers, including CIA in-charge Inspector Gurmeet Singh, were injured.

Learn what happened before in the ASI-Home Guard murder case…

Bodies found at outpost near the Pakistan border: On February 22nd, the bodies of ASI Gurnam Singh and Home Guard Jawan Ashok Kumar Shamim were found at the Adian police outpost, located just one and a half kilometers from the India-Pakistan international border. Both policemen were on duty at this police outpost. No one else was posted there.
The Sarpanch informed the police. BSF DIG AK Virdi reached the post and inquired about the entire incident.
Terrorist organization claims responsibility: Following the incident, in the evening, a terrorist organization called Tehreek-e-Taliban Hindustan claimed responsibility for the deaths of the ASI and Home Guard jawan. A poster was released by the organization, which reads: "Today, on February 22, 2026, in the early hours of the morning, another success was achieved in Ghazwa-e-Hind, when the Al-Burq Brigade of Tehreek-e-Taliban Hindustan attacked the Durangala police station."
Pak don releases murder video the next day: On February 23, Pakistani don Shahzad Bhatti released a video of the murder. It shows ASI Gurnam Singh being shot at point blank range. ASI Gurnam is seen sleeping while sitting on a chair. After this, a silencer was put on the pistol and they were shot in the head from point blank range. However, Dainik Bhaskar does not confirm this video.
Lawrence gang threatens terrorists: After this, on the same day i.e. 23 February, Lawrence gang also entered into this matter. On the second day of the mission, police in Fazilka encountered a criminal. When the police surrounded the accused to apprehend him, he opened fire. In the retaliatory firing, the criminal was injured. The accused had fired shots at the Fazilka court complex.

A few days ago, the criminal had murdered a young man who had come to the Fazilka court for a hearing. The police have now admitted him to the hospital in an injured condition.

Meanwhile, an encounter took place between the police and notorious gangster Harjinder Singh Ladi on the Sangrur-Patiala bypass in Patiala district. During this encounter, gangster Ladi was injured by police firing. DIG Kuldeep Singh Chahal said that the arrested criminal has several serious cases registered against him. Illegal weapons have been recovered from him.

He said that under the special operation, 126 people have been arrested from the entire range. 60 people have been arrested in Patiala alone.

It is worth noting that Punjab DGP Gaurav Yadav had launched a 72-hour 'Operation Prahar' on Tuesday. Two thousand police teams were deployed in this operation.

1314 associates of gangsters arrested on the first day
On the first day, the Punjab Police detained 1314 associates and accomplices of foreign-based gangsters across the state. All of them are being interrogated thoroughly. The operation has continued since this morning.

Police are active in all districts including Mohali, Bathinda, Jalandhar, Amritsar, Tarn Taran, and Moga. The aim is to cripple the gangsters through this operation.

Monitoring gangster activities, helpline number issued
Under the operation, the police are investigating gangsters, their associates, and family members involved in their activities across the state. A helpline number 93946-93946 has also been issued to provide information about gangsters. As the police launched Operation Prahar, encounters took place in Amritsar, Jalandhar, and Mandi Gobindgarh yesterday. DIG Sandeep Goyal stated that a notorious gangster, Mani Prince, who had around 50 cases registered against him, was killed in an encounter in Amritsar.

An attempt was made to apprehend Mani in the Gharinda police station area. During this, he opened fire on the police. The police retaliated, resulting in Mani's death.

Key points from DGP Gaurav Yadav regarding gangsters...

60 Gangsters, their associates and families mapped
DGP Gaurav Yadav stated that the main gangsters active in the state have been identified, many of whom are based abroad. The police have also mapped hundreds of active associates and family members connected to these gangsters. Special police teams have been formed for surveillance and action, and they are conducting raids and interrogations at various locations.

Action will be taken even if family members are involved
The DGP clarified that if any family member of a gangster is found to be involved in any criminal activity, legal action will be taken against them as well. He said that criminals sitting abroad should not consider themselves safe. He also appealed to misguided youth to return to the mainstream.

Crackdown on travel agents and criminal financing
The police are taking strict action against crime funding and money laundering networks. Properties linked to drug trafficking have been frozen. Action is also being taken against assets and businesses associated with gangsters. Travel agents who illegally send criminals abroad are being identified and legal action is being taken against them.

Process to bring gangsters based abroad back to India expedited
The DGP stated that an Overseas Fugitive Trafficking and Extradition Cell (OFTEC) has been formed, which will work on the identification, deportation, and extradition process of criminals based abroad. Red Corner Notices have been issued against several gangsters, while efforts are underway in other cases. Action Against Promotion of Crime on Social Media
Police are taking strict action against social media content related to the display of weapons and glorification of crime. A large number of objectionable posts have been removed, and several accounts have been shut down.

Operation to Extend to Other States and Prisons
The action against gangsters will not be limited to this state alone. Raids will also be conducted in other states. Technical and administrative measures are being taken to curb those operating criminal activities from within prisons, including enhanced prison security and correctional measures.

This action was being carried out at the behest of the organization's US-based chief, Gurpatwant Singh Pannu. DGP Gaurav Yadav stated that the accused are being interrogated, although their identities have not yet been revealed.

Earlier this year, several cases of Khalistani posters attributed to Pannu were reported. Four FIRs were registered against Pannu and his associates, leading to the arrest of 12 people.

Funding from abroad
Initial police investigations have revealed that the accused received foreign funding for this purpose, which is why they engaged in anti-national activities. The three were attempting to incite unrest by writing inflammatory slogans. Police took action and arrested them. Police are now investigating how long they had been associated with Pannu. The police are also investigating whether he has previously committed any crimes in other districts of Punjab.

Pannu's posters were put up at six locations. In 2025, Pannu was accused of putting up Khalistani posters at six locations. Four major FIRs were registered against Pannu and his associates. These are under sections of the Unlawful Activities (Prevention) Act (UAPA), the Indian Penal Code (IPC) (such as 153A (sedition), 505 (criminal intimidation), and state laws. Twelve people have been arrested so far. Investigations have revealed that these individuals put up these posters for between 35,000 and 50,000 rupees.

Posters were put up at four locations in Jalandhar. Previously, Pannu had put up posters at four locations in Nakodar. The terrorist, Pannu, made a video of the entire incident viral on social media, in which he also threatened Chief Minister Bhagwant Mann. Pannu stated in the video that Khalistani posters had been put up at four locations in Nakodar town, Jalandhar. Several individuals associated with the activities of Gurpatwant Singh Pannu, a terrorist who rose to prominence after the SFJ was banned in 2019, are in police custody.

The team has been investigating the farmhouse in Mand Sheria village since 12:30 p.m. The farmhouse also has fields adjacent to it, and the DIG owns 55 acres of land here.

According to reports, the farmhouse's belongings had already been removed. The CBI will also trace those who moved into the farmhouse after the DIG's arrest. Two transformers have been installed for irrigation.

It is being reported that, through his influence, the two transformers were connected to different feeders, so that one transformer could supply electricity for eight hours and the other for the next eight hours.

Earlier on Thursday, the team visited Bhullar's house in Sector 40, Chandigarh. Videography of every item in the house was conducted. A list of each item will be compiled and its value calculated. This includes everything from ACs to flower pots and light bulbs. The raid lasted approximately nine hours.

The CBI recorded the questions asked of the family members on a laptop and videotaped them. They were also made to sign their statements. It is reported that the questioning continued for about two hours. On October 16th, DIG Bhullar and his middleman, Krishanu, were arrested. Both are in judicial custody until October 31st.

2.16 Lakh Salary, Property Worth Crores
DIG Harcharan Singh Bhullar's monthly basic salary is 2.16 lakh rupees. However, his property holdings exceed 15 crore rupees. He owns properties in major cities in Punjab, including Jalandhar, Mohali, Ludhiana, and Kapurthala. All of these cities are A-grade. Investigations are underway to determine the source of the money, although he has two years left for retirement.

Directly recruited as DSP, then promoted to IPS
Bhullar was directly appointed as DSP through the Punjab Public Service Commission. After this, he was mostly posted in Mohali. He was promoted to IPS in 2007. He held the position of DSP during the Akali Dal government, while during the Congress government he held the positions of SP and SSP. He also served as IG during the Aam Aadmi Party government.

Property acquired in 6 years under scrutiny
The CBI is investigating all the assets acquired in the last 6 years. Lockers are being opened. Although the CBI did not seek his remand after his arrest, it is now believed that the CBI will seek his remand, as the BNS provides that an accused can be remanded at any time within 40 days.

CBI to take former DIG on remand
The CBI may take former DIG Bhullar, arrested in a bribery case, on remand at any time. The CBI conducted an investigation at Bhullar's bungalow for approximately 9 hours. During this period, the bungalow was measured and a list of the items kept there was prepared. Bhullar's family members were questioned for approximately 2 hours.

The CBI has asked the family members questions and their answers have been typed on a laptop and videotaped. The statements have been signed by the family members, sealed, and placed in an envelope. It is being reported that the CBI will now take Bhullar on remand and ask him the same questions, seeking to gather information regarding the entire property and bribery case.

The latest case is of Saturday night, when a threatening message was again sent to the SGPC's email. This is the eighth time in the last six days that threats have been made to damage this holy place.

After these incidents, security arrangements have been tightened inside and outside the Golden Temple, in which the SGPC's task force is also deployed with full alertness. On the other hand, Jathedar Giani Kuldeep Singh Gadgaj of Sri Akal Takht Sahib has raised questions on the security agencies of the state and the center.

He said that despite the technology and resources, the fact that the real culprit has not been found till now is a matter of serious concern. The Jathedar demanded that the culprit should be presented before the Khalsa Panth as soon as possible and a thorough investigation should be done into the motive behind the threat. He emphasized that the Golden Temple is a common spiritual place not only for Sikhs but for the entire humanity, where thousands of devotees come to pay obeisance every day.

He raised the question that despite the police taking a suspect Shubham Dubey into custody, why the real culprit has not come forward even after five days. The Jathedar suspected that the purpose of this is to reduce the number of devotees by creating fear in their minds.

What did the Police Commissioner say in the case..

Worked in two companies, now unemployed The Police Commissioner said that Shubham Dubey is 24 years old and a software engineer. He has worked in two companies, but is now unemployed. Some technical evidence has been found, due to which the suspicion has fallen on Shubham. At present, Shubham is being interrogated strictly.

Used dark web to send e-mails The Police Commissioner said that the accused are using dark web to send e-mails. This is the reason why the IP addresses are coming from different countries. Not only this, earlier some e-mails were sent from Outlook, but the e-mails sent on July 16 were sent from Hotmail.

Emails sent to many states including Delhi, Tamil Nadu The Police Commissioner said that he fears that some youth, organization or people want to attract attention by sending threatening emails to the Golden Temple. In fact, such emails have also come to Delhi's schools, courts, Chief Ministers of various states and various institutions.

Investigative agencies are busy connecting all the cases The Police Commissioner further said that the police can get some important clues during the interrogation of Shubham. Investigative agencies are trying to find out whether this was a single cyber threat or there is an organized network or radical conspiracy behind it.

Chief Minister Bhagwant Mann held a high-level meeting

The Chief Minister appealed to the people of Punjab to stay away from rumours and immediately report any suspicious activity to the police.

SGPC had expressed concern

SGPC chief Harjinder Singh Dhami had expressed concern over this entire incident.
