A ceremony was held at the Tagore Theatre in Chandigarh for this purpose. Chief Minister Bhagwant Singh Mann handed over the appointment letters to the newly appointed employees. Earlier, CM Mann addressed the new recruits.

Chief Minister Bhagwant Singh Mann congratulated all those who received jobs, wishing them a Happy New Year and success in their new responsibilities. The 606 new appointments include 385 special education teachers and 8 principals. He also congratulated Education Minister Harjot Singh Bains and other officials present.

CM says: The purpose of calling you here is not to take credit

CM Bhagwant Mann said that the purpose of calling them here was not to take credit, but to allow them to interact with the officials. He said, "It is unfortunate that those who were supposed to write these letters did not use their pens for you for a long time. They only used their pens for their followers and associates. You are all my family, and the same joy I would feel if a member of my family got a job, I feel today seeing you all get jobs. You had dreams for your families, and we are trying to fulfill them."

Special cadre created for recruitment

In his address, CM Mann recited a couplet: "Don't believe in the lines on your hands, even those without hands have destiny." He said that they would be given the task of teaching children who cannot speak, hear, or understand. He said he has met such children who are so troubled that even their parents cannot manage them. NGOs do provide them with support. He said that a special cadre had to be created for this recruitment.

The one whose children are well-educated will be considered a great person

He said that in the coming days, a rich person will not be considered someone with money, expensive cars, or money in lockers, but rather someone whose children are highly educated. When you go to withdraw money from the bank, they might tell you that Vijay Mallya has run away with it, or the ED (Enforcement Directorate) will come and take the locker keys. It has been observed before that the mansions of those who earn a lot of money often lie empty. Since one can still sleep peacefully in jail, what's the point of building a mansion?

A Lesson in Discipline from Abroad

In other countries, points are assigned to driving licenses. These points are deducted for repeated traffic violations. When a person applies for a job, their driving record is also checked. The reasoning is that someone who doesn't behave properly on the road won't be able to maintain discipline in the office either. This is why people there take the rules seriously.

Following this principle, we also evaluate teachers' teaching records and their conduct. Teachers are honored based on these established criteria, ensuring both quality and accountability in education.

All Teachers Included in January 26th and August 15th Celebrations

Now, all teachers, including contract teachers, are being included in the official January 26th and August 15th celebrations. This wasn't the case before, but now everyone is being given equal respect and participation.

The Message of Living in the Present

Often, people don't live in the present. When they grow up, they say, "Get me a hostel room, get me a boat," while in childhood they would say, "Why have you thrown me into this mosquito-infested place?" Therefore, it's important for people to learn to be happy in the present. Life should be lived with laughter, playfulness, and positivity; that should be the goal.

Commitment to Increasing the Education Budget

In Delhi, 26 to 27 percent of the budget is allocated to education, while in other parts of the country, the education budget is comparatively lower. We will also allocate a significant budget for education so that the coming generation can have a better future.

Education According to Children's Interests

To strengthen the foundation of the country, it is essential to prepare children properly. Children should be encouraged in the direction of their interests. Those who want to play should be given opportunities in sports; those who want to become poets should be encouraged in the world of poetry. Only then is the progress of Punjab and the country possible.

They are quoting rates like in rural markets, how much an MC, MLA, and CM sell for. This is their mindset. I am thinking about bringing investment to Punjab, while they are talking about bringing in [someone named] Valtora.

He recited a couplet by Kabir: "Kabira, your hut is near the executioners. Whoever does wrong will suffer the consequences, why are you so sad?" He ended the press conference without taking questions from reporters and left. He was giving information about the investment summit to be held in March after his visit to Japan and South Korea.

Chief Minister Bhagwant Singh Mann said that companies from Japan and South Korea want to come and work here, but they face a language barrier. He said they will teach the youth of Punjab these languages so that they can communicate with them. Punjab BJP Working President Ashwani Sharma said, "Captain Sahib is senior, and he has expressed his personal opinion. The party has been clear from day one. It is planning and expanding its organizational structure with 117 seats in mind. The party is working in an organizational and movement-driven manner for all 117 seats."

A few days ago, Captain Amarinder Singh stated in a podcast that the BJP cannot form a government in Punjab on its own. If an alliance with the Akali Dal is not formed, forget about forming a government in 2027, let alone 2032. That would require multiple elections.

Sharma asked, "Since when has MP Harsimrat Badal become an astrologer?"
Ashwani Sharma was asked about Harsimrat Badal's statement that the BJP would not be able to form a government on its own even in 2032. Sharma replied, "She is our elder sister." When has she become an astrologer instead of a politician? What will happen in politics? Who will win? Those in power today, no one thought this would happen, even they themselves did not expect it. Therefore, anything can happen in politics. The public decides who will be crowned. Punjab, like the country, also wants the BJP.

Captain Amarinder Singh made this statement
Captain Amarinder Singh said that if the BJP wants to win the Punjab Assembly elections in 2027, it will have to ally with the Akalis. There is no other way. He argued that strengthening the state's complex political and social equations can only be possible through local alliances.

The main reason for this is that the BJP does not have a base in Punjab's rural areas, but the Akali Dal does. Therefore, both need each other; only then is government possible in Punjab. He said, "This is my experience." If the BJP doesn't form an alliance with the Akali Dal, forget about 2027 and 2032 for forming a government.

Harsimrat also said it's impossible for the BJP to come to power without an alliance.

Reacting to Captain Captain's statement, Akali MP Harsimrat Kaur Badal said that the BJP will never be able to form a government on its own. Whether it's their former chief, Jakhar Sahib, or Captain Amarinder Singh, they all know the ground reality. But those advising the BJP in Delhi, who are sitting on their shoulders for their own selfish interests, will be shut down if an alliance is formed with the Akali Dal. That's why they keep whispering in their ears. They are unaware of the ground reality.

Harsimrat further said about Captain Captain's statement, "He is right; there is no chance of forming a government even in 2032. However, a government can be formed through an alliance. And an alliance will only happen if Punjab's issues are addressed. Because the Akali Dal was not formed for power." This party was formed 105 years ago to protect the interests of Punjab and Punjabis.

Harsimrat said, "I left my ministerial post when I still had four years left. People don't leave their sarpanch posts, but I felt it was my duty towards the farmers. I tried to convince them internally not to bring a bill that the farmers don't accept, and to talk to them. But when they didn't listen and tried to forcefully pass the bill, I decided to resign and stand with the farmers. Badal Sahib spent 18 years in jail. He faced Indira Gandhi. We always stood with the interests of Punjab."

This appearance comes after Bhullar's five-day remand ended. His middleman, Krishanu, was also brought along with him. The court's remand arguments have concluded.

The CBI requested another five days of remand. The DIG's lawyer argued that the CBI cannot enter Punjab and that the arrest is illegal. He opposed the remand motion. The court reserved its decision until after lunch.

Read live updates from the courtroom...

CBI lawyer in court: After the CBI registered a case against DIG Bhullar and arrested him, they seized property-related documents, electronic devices, and other evidence. Police raided his home and recovered cash and jewelry.

DIG's lawyer HS Dhanoa: In the documents filed by the CBI, the complainant's signature is missing on one page, and the timing also doesn't match. He then showed the Punjab Vigilance FIR and asked how the time and signature are recorded.

DIG's lawyer: Punjab Vigilance obtained permission to interrogate for two hours in the Mohali CJM's court. Afterward, when the application for a production warrant was filed, the CBI filed an application for a production warrant in the Chandigarh CBI court.

DIG's lawyer, showing High Court and Supreme Court judgments: If the CBI cannot enter Punjab, how did it arrest Bhullar? The CBI should have informed the Punjab government about this first, as the complainant is the DIG of Punjab. This is a Punjab matter. The CBI has illegally arrested the DIG.

CBI's lawyer: If anyone demands a bribe, regardless of who they are, a senior or junior officer, and from whichever state they are, the CBI has jurisdiction and can arrest them. Just because the Punjab Vigilance Department doesn't act in this case doesn't mean the CBI shouldn't.

CBI lawyer: All of this is being investigated: where DIG Bhullar was first posted, his salary at the time, and how much property he owned then, and how much he owns now. After arresting DIG Bhullar, the CBI examined his bank statements, including his salary account in Sector 9, Chandigarh. It revealed the source of the ₹32 lakh that he received within two months, in August and September.

During their previous remand, the two had revealed the names of 10 IPS and 4 IAS officers who laundered black money through land investments through Patiala property dealer Bhupinder Singh. They too may be summoned for questioning via notice. Eight of these IPS officers are still on field postings.

Previously, the CBI raided the property dealer's Patiala and Ludhiana locations and seized 20 lakh rupees in cash, documents, and electronic devices. The CBI may also seek an arrest warrant for the property dealer from the court.

Evidence Found Against 10 IPS Officers and 4 IAS Officers

Sources reveal that when the CBI took Bhullar on a 5-day production warrant, they interrogated him in front of Krishanu Sharda. This interrogation yielded significant evidence. Subsequently, a raid was conducted at the home of property dealer Bhupinder Singh in Patiala. The CBI recovered numerous documents and cash from there.

In addition, the CBI possessed evidence from before the raid, which revealed that property dealer Bhupinder was in contact with several senior officials in Punjab and laundered their money. The CBI has strong evidence that Bhupinder invested money with 10 IPS officers and 4 IAS officers from Punjab. The CBI is now gathering further evidence. After gathering all the evidence and documents, the CBI may issue notices to these 14 officers and summon them for questioning.

The CBI is also investigating all of Bhupinder's bank accounts and has already examined his mobile phone to determine which officers he was in contact with and how often he spoke with them.

According to sources within the CBI, of the 10 IPS officers whose names have surfaced, eight are currently on field duty, and two have received sideline postings. The four IAS officers whose names have surfaced are somehow connected to Mandi Gobindgarh, where the DIG was caught accepting a bribe following a complaint from a scrap dealer.

The CBI has summoned Kuldeep, a DSP from Punjab, for questioning because Kuldeep met with middleman Krishna Sharda while he was in Burail jail.

He left from Kapurthala House in Delhi to meet Union Home Minister Amit Shah. The meeting is expected to last for about half an hour. He will brief Shah about the damage caused by the floods in Punjab.

He will also demand relaxation in the rules of the State Disaster Relief Fund (SDRF). Punjab Chief Secretary K.A.P. Sinha and other officials were with the Chief Minister.

However, Chief Minister Mann had been repeatedly requesting to meet Prime Minister Narendra Modi earlier too. However, the Prime Minister's Office (PMO) did not give him time. A resolution condemning the PMO was also passed in the special session called for the floods.

When Modi came to Punjab, the Chief Minister was in the hospital.

Prime Minister Narendra Modi had visited the flood-affected areas of Punjab on September 9. However, Chief Minister Bhagwant Mann was ill at that time, so he could not meet the Prime Minister. Opposition parties also raised the issue. However, BJP leaders are also raising the question that if the Chief Minister was ill, then his number two minister, Finance Minister Harpal Cheema, should have gone to meet the Prime Minister. However, the Punjab government sent Minister Hardeep Mundian.

Punjab Chief Minister's two main demands from the Centre

A package of Rs 20,000 crore should be given: Chief Minister Bhagwant Mann says that Punjab has suffered a loss of Rs 20,000 crore in the floods. Therefore, this package should be given to the state. However, after his visit to Punjab, Prime Minister Modi announced a compensation of Rs 1,600 crore. The Prime Minister said that Rs 12,000 crore is already lying with the state in the SDRF.

Relaxation in SDRF rules: Chief Minister Bhagwant Mann says that the compensation fixed under the SDRF rules is very low. The Punjab government wants to give compensation of up to Rs 50,000 per acre to farmers. The Chief Minister also said in the session on Monday that compensation for 26% to 33% crop loss is being increased from Rs 2,000 to Rs 10,000, and for 33% to 75% crop loss from Rs 6,800 to Rs 10,000. For 75% to 100% crop loss, assistance of Rs 6,800 can be provided from the SDRF fund, which is being increased to Rs 20,000. This is possible only if the SDRF rules are relaxed; otherwise, the government will add an additional amount.

Worst flood in the state since 1988, what has the central government done so far?

The Punjab government says that the state has witnessed a flood worse than the 1988 flood, which has affected all 23 districts. The floods have affected about 3.89 lakh people, out of whom 59 have died. In addition, 2 lakh acres of crops have been damaged.

The Home Minister took stock of the situation over the phone.

As soon as the flood was reported, NDRF and Army teams were sent for rescue operations. About 25 helicopters were engaged in rescue operations. During the floods, on September 1, Home Minister Shah called Chief Minister Mann to inquire about the flood situation. The Prime Minister returned from his foreign tour on September 2 and inquired about the situation from the Chief Minister.

Three teams also reached Punjab to assess the damage.

On September 5, Union Agriculture Minister Shivraj Singh Chouhan visited Punjab. Meanwhile, three central teams also reached Punjab to assess the damage. On September 9, Prime Minister Narendra Modi visited Punjab. He met farmers and Punjab ministers in Gurdaspur. Meanwhile, the Prime Minister announced a relief package of ₹1,600 crore for Punjab.
