Speaking to the Pakistani news channel ARY News, Asif stated that if Pakistan perceives its water security to be in jeopardy, it could instigate a war against India.

He accused India of interfering with the natural flow of water designated for Pakistan and utilizing it as a strategic weapon. However, during the interview, the defense minister also conceded that he lacked complete knowledge regarding the latest developments in the case over the past year

Why Did India Suspend the 1960 Treaty?

In April 2025, a devastating terror attack in Pahalgam resulted in the tragic deaths of 26 people. Taking a definitive stand against state-sponsored cross-border terrorism, India suspended the 1960 Indus Waters Treaty. New Delhi has clearly maintained that the treaty will remain suspended until Islamabad takes concrete, demonstrable, and verifiable action to dismantle terror infrastructure operating from its soil

Pakistan Gridlocked in Historic Water Scarcity

Pakistan is currently facing an unprecedented water crisis, with the provinces of Sindh and Balochistan bearing the brunt of the shortage. According to data released by the Sindh Irrigation Department, the water deficiency in key canals has reached catastrophic levels:

Canal Name

Water Shortage (%)

North West Canal

64.1%

Rice Canal

38%

Dadu Canal

82%

Concerns are also escalating rapidly over the Sukkur Barrage, a critical node in Pakistan's irrigation network. The consistently receding water levels pose an existential threat to the country's agricultural sector and collapsing economy

Understanding the Indus Waters Treaty

The Indus River system comprises six rivers—Indus, Jhelum, Chenab, Ravi, Beas, and Sutlej. The total basin covers roughly 11.2 lakh square kilometers distributed across four nations:

Pakistan: 47% of the basin land

India: 39% of the basin land

China: 8% of the basin land

Afghanistan: 6% of the basin land

Over 30 crore people inhabit these basin regions. Water disputes between the regions dates back to before the partition in 1947. Following a standstill agreement breach, India briefly cut off supply to two major canals in April 1948, devastating 17 lakh acres of agrarian land in Pakistan's Punjab.

Following nearly a decade of negotiations mediated by the World Bank, the Indus Waters Treaty was signed on September 19, 1960, in Karachi by Indian Prime Minister Jawaharlal Nehru and Pakistani President Ayub Khan. It allocated the three eastern rivers (Ravi, Beas, Sutlej) to India and the three western rivers (Indus, Jhelum, Chenab) to Pakistan

Severe Economic & Infrastructural Fallouts for Pakistan

The suspension of the pact has pushed Pakistan toward an economic freefall:

Agrarian Collapse: Over 90% of Pakistan’s arable land (around 4.7 crore acres) relies entirely on the Indus system for irrigation.

Livelihood at Stake: Agriculture accounts for 23% of Pakistan's National Income and sustains the livelihoods of 68% of the rural population.

Power Grid Failure: Major reservoirs like the Mangla and Tarbela Hydropower Dams are running dangerously low on water. This is projected to cause a 30% to 50% drop in Pakistan's total power generation, crippling industrial sectors and multiplying unemployment rates.
