This is the 15th time the Dera chief has been released from jail on parole or furlough. Earlier, Dera chief Ram Rahim had come out of jail to celebrate his birthday on August 15th.</p>
<p style="text-align:justify;">It is being said that this time Ram Rahim will not go to the Barnawa Ashram in Baghpat, Uttar Pradesh, but will stay at the Dera headquarters in Sirsa. Police personnel have been deployed around the Dera for Ram Rahim's security.</p>
<p style="text-align:justify;">Dera chief Ram Rahim has been in jail since 2017.<br />On August 25, 2017, Ram Rahim was sentenced to 20 years in prison in the case of sexual assault of two female followers. Later, on January 17, 2019, he was given a life sentence in the murder case of journalist Ramchandra Chhatrapati. In October 2021, the CBI court sentenced him to life imprisonment in the murder case of Dera manager Ranjit Singh.</p>
<p style="text-align:justify;">Three years after the sentence, the High Court acquitted Ram Rahim in this case. Ram Rahim is currently imprisoned in Sunaria Jail in Rohtak. He has been released from here on parole and furlough 14 times so far. This is the 15th time Ram Rahim will be released from jail. He was previously granted parole during the Delhi Assembly elections.</p>
<p style="text-align:justify;">Earlier, in April, he was released on 21-day parole. In January, he was released on 30-day parole a week before the Delhi Assembly elections. During this time, he stayed at the Dera headquarters in Sirsa. Previously, when he was out of jail, he stayed at the Dera ashram in Baghpat, Uttar Pradesh.</p>
<p style="text-align:justify;">There, he released a video message to his followers, appealing to them to follow the instructions issued by Dera officials. He is not allowed to gather his followers at the Dera, but he can communicate with them through virtual means.</p>

Parole is granted to prisoners only under special conditions, such as the death or illness of a family member, the marriage of a close relative, or other compelling reasons. There are two types of parole: regular and custody. In regular parole, the prisoner can remain free, but in custody parole, the prisoner is accompanied by the police.</p>

<p style="text-align:justify;">It is also alleged that when the police officers in the pilot car protested, the ASI and his fellow officers got into an altercation with them. The situation escalated to a physical fight. Following this, the MLA got out of his car and informed the police officers about the incident. The checkpoint in-charge, who arrived on the scene, somehow managed to calm the situation.</p>
<p style="text-align:justify;">In this case, the checkpoint in-charge has filed an FIR against the accused ASI and other police officers on the very first day of the new year 2026 for driving under the influence, negligent driving, and causing an accident. The four police officers, including the ASI, have also been suspended. His car has been seized.</p>
<p style="text-align:justify;">Notably, the accused ASI's car did not have a front number plate, and the letters on the rear number plate were missing. This is despite the continuous strict enforcement against number plate tampering in the city. The accident occurred at a major busy junction in the city, where a much larger accident could have easily happened.</p>

<p style="text-align:justify;">Checkpoint set up at the intersection in front of INOX Mall: In his complaint, checkpoint in-charge Ramesh stated that a checkpoint duty had been assigned near the INOX Mall as part of the New Year's security arrangements, as per the instructions of senior officers. He himself was deployed as the in-charge at the checkpoint. Head Constable Sanjay, Poonam, Constable Sombir, Sudhir, SPO Ajaypal, and Home Guard Raghubir were also deployed with him. Vehicles coming from the New Colony traffic light were being subjected to intensive checking at the checkpoint.</p>
<p style="text-align:justify;">ASI takes police personnel in his car from the checkpoint: Meanwhile, ASI Baljeet Singh arrived at the checkpoint in his private white Venue car. He called SPO Ajaypal to join him. After about half an hour, both of them came out of the INOX Mall. Baljeet made Head Constable Sanjay Kumar and Hansraj, who were on duty at the checkpoint, sit in his car and said that they were coming back after having food.</p>
<p style="text-align:justify;">Collision due to taking a U-turn at high speed: According to checkpoint in-charge Ramesh, the ASI then drove the car at high speed and suddenly took a U-turn from the Sector 4/7 intersection towards the New Colony turn. During this time, his car collided violently with the pilot Scorpio vehicle belonging to MLA Mukesh Sharma's convoy, which was coming from the railway station side. After the collision, the pilot vehicle stopped at the spot.</p>
<p style="text-align:justify;">Argument between both parties, ASI found to be drunk: Checkpoint in-charge Ramesh further stated that an argument ensued between both parties after the collision. Hearing the argument, he reached the spot. He saw that the front number plate of Baljeet's Venue car was missing and he appeared to be heavily intoxicated with alcohol and his eyes were red. He was not listening even after being reasoned with. On the contrary, he continued to behave rudely. The MLA informed the senior officers about this.</p>
<p style="text-align:justify;">Report filed against the ASI on the first day of the new year: The pilot vehicle suffered considerable damage in this accident. On January 1st, checkpoint in-charge Ramesh filed an FIR against the accused ASI for driving under the influence of alcohol, reckless driving, and causing an accident. This report was filed against a police officer on the very first day of the new year.</p>

<p style="text-align:justify;">Cabinet Minister Anil Vij had stated two days ago that he had recently held a board meeting. In this meeting, irregularities were discovered in the appointment of board members, as well as in the distribution of benefits to construction workers. He immediately ordered an investigation, which revealed irregularities in six districts.</p>
<p style="text-align:justify;">Work Slip Verification After Identification of Irregularities</p>
<p style="text-align:justify;">Minister Anil Vij stated that the initial investigation was conducted in Hisar, Kaithal, Jind, Sirsa, Faridabad, and Bhiwani districts, where numerous irregularities were found. Subsequently, the Deputy Commissioners of all districts in the state were asked to form district-level committees.</p>
<p style="text-align:justify;">These committees comprised officials from the Labor Department and three other officials. These committees are examining online work slips issued between August 2023 and March 2025. The investigation began approximately four months ago, and 100% of the verification has been completed in 13 districts.</p>
<p style="text-align:justify;">5.46 Lakh Work Slips Found Illegal</p>
<p style="text-align:justify;">Anil Vij further stated that a total of 599,758 work slips were issued in these 13 districts, of which only 53,249 were found to be genuine. The remaining 546,509 were found to be incorrect. Similarly, the names of 221,517 laborers were registered, but after investigation, only 14,240 were found to be genuine, while the names of 193,756 laborers were found to be fraudulent. This implies a large number of incorrect work slips and the names of fake laborers were registered.</p>
<p style="text-align:justify;">Fake Registration of Entire Villages</p>
<p style="text-align:justify;">Anil Vij said that it has become clear that in many places, entire villages obtained fraudulent registrations and work slips so that those who are not entitled to the schemes can also benefit from government schemes. A worker receives benefits of up to ₹2.5 lakh from various schemes, which is causing significant losses to the government. This is outright loot, costing the government hundreds of crores of rupees.</p>
<p style="text-align:justify;">Instructions to not accept new applications</p>
<p style="text-align:justify;">Vij said that investigating committees are examining everything, such as whether the worksite is genuine, whether the worker was involved in the work, and who the owner is. The Right to Service deadlines have been suspended during the investigation.</p>

<p style="text-align:justify;">The five had eaten dinner and gone to sleep in their room.<br />According to hotel manager Upendra Nain, on Monday evening, four people, along with contractor Noor, a resident of Sheikhpura Qadim in Saharanpur, arrived in Kurukshetra for painting work. The laborers, who arrived after 4:00 PM, ate dinner and went to sleep in a room. When the door of the closed room did not open even late in the morning, hotel employee Kanwarpal informed him. Upon receiving the information from the employee, he immediately reached the spot and tried to get the door opened, but there was no response from inside.</p>

Chief Minister Naib Singh Saini has approved the file of the new collector rate to be increased in the state. Only those registrations will be done, whose appointment has been taken earlier. After which now new registrations will be done from August 4 instead of August 1. Revenue Department sources say that a letter will be issued to the DCs of all the districts today regarding this.</p>
<p style="text-align:justify;">Earlier on July 24, a letter has been issued by the Revenue Department to all the Divisional Commissioners and District Deputy Commissioners in this regard. An increase of 5 to 25% was proposed at various places for the new collector rate.</p>
<p style="text-align:justify;">Let us tell you that due to the Lok Sabha and then the assembly elections last year, the collector rates were increased from December 1, 2024 instead of April 1, 2024. After that, the increase in the collector rate from April 1, 2025 was postponed, which is now being increased.</p>
<p style="text-align:justify;"><strong>FCR had given indications of rate increase</strong></p>
<p style="text-align:justify;">After the letter was issued, the state's Finance Commissioner Sumita Mishra (FCR) had clarified that the government has definitely decided to implement the new collector rate, but before finalizing it, the prescribed procedure will have to be followed. Such as making the list of collector rates public, seeking objections and suggestions from the general public on it, such steps are included. At present, this list has not been made public, whereas according to the rules, it is made public at least a month in advance and objections are sought. This statement of his came when the controversy started regarding the new rate.</p>
<p style="text-align:justify;"><strong>12 to 32 percent increase made last year</strong></p>
<p style="text-align:justify;">Last year, the collector rates of land were increased from 12 to 32 percent. Due to being close to the country's capital Delhi, land in NCR is very expensive, so the collector rates there were kept much higher than the rest of the districts. In these, the collector rate was increased by 20 percent in Rohtak, Gurugram, Faridabad, Palwal, Bahadurgarh, Sonipat, Karnal and Panipat and by 30 percent in Gurugram, Sohna, Faridabad, Pataudi and Ballabhgarh. This time too, the rates are expected to be higher here.</p>
<p style="text-align:justify;"><strong>No decision was taken on collector rates 3 months ago</strong></p>
<p style="text-align:justify;">Collector rates could not be increased for 2025-26 in Haryana. About 3 months ago, a meeting was held regarding the amendment under the chairmanship of CM Naib Saini. But, the CM had postponed the amendment. At that time it was said that the earlier rates would remain applicable this year. The Revenue Department had also issued orders regarding this. It was also added that the current rates affecting property transactions and stamp duty collection in the state will remain in force till further orders.</p>
<p style="text-align:justify;"><strong>Districts made proposals of 10 to 25% on their own</strong></p>
<p style="text-align:justify;">Some districts had prepared proposals on their own recommending an increase of 10 to 25 percent in the collector rate. They had even uploaded these rates and prepared to invite public objections. While no such report was sought by the government. Sources said that the decision to postpone the revision of collector rates was taken because the last time the revision was done only 4 months ago.</p>

<p style="text-align:justify;"><strong>2 Revision was pending due to elections</strong></p>
<p style="text-align:justify;">Revenue department sources said that the annual revision was postponed in April due to the Lok Sabha elections in 2024. The rates could not be revised even after the elections were over. This was the reason that the assembly elections in the state were announced in August. The new government took charge in October and the collector rates were revised only last year i.e. in December 2024.
