According to the government, all 23 individuals on the updated list are associated with banned Pakistan-backed terrorist organizations, including:

  • Jamaat-ud-Dawa (JuD)

These individuals have been actively involved in recruiting youth for terror cells, facilitating illegal infiltrations into India, plotting high-value attacks, terror funding, and smuggling arms and ammunition across the border.

Demographic Breakdown of the Terrorists

Of the 23 newly designated terrorists:

  • 6 are natives of Jammu and Kashmir.

  • 17 are Pakistani nationals (with 7 operating from Pakistan-occupied Kashmir (PoK) and 10 based in mainland Pakistan).

With the inclusion of these 23 names, the total number of individuals officially designated as terrorists by the Government of India has risen to 80.

Connections to Major Terror Attacks

Official sources revealed that several newly listed Jaish-e-Mohammed (JeM) terrorists were key conspirators behind major strikes in Jammu & Kashmir, specifically the 2016 Nagrota Army Camp attack and the 2022 Sunjwan attack.

The Nagrota Attack (2016): On November 29, 2016, three heavily armed terrorists disguised in military uniforms stormed an army camp in Nagrota, Jammu. Seven Indian Army personnel lost their lives before all three terrorists were neutralized. Investigative agencies later traced the handlers back to JeM.

The Sunjwan Attack (2022): On April 22, 2022, terrorists ambushed a bus carrying CISF personnel in the Sunjwan area of Jammu. A CISF ASI was martyred, and several others were injured. While TRF initially claimed responsibility, subsequent investigations exposed a deeper cross-border network operating from Pakistan.

Eight soldiers were injured in the exchange of fire, and one of them succumbed to his injuries on Monday while undergoing treatment. The search operation continued for the second day in Kishtwar. According to officials, two to three terrorists belonging to the Pakistani terrorist organization Jaish-e-Mohammed are believed to be hiding in the forests. Several teams of the army, police, and paramilitary forces have been deployed in the area to apprehend the terrorists. The forests are being searched with the help of drones and sniffer dogs.
 
The army had launched Operation Trashi-1 on Sunday in the forests of Sonar village near Mandral-Singhpora in the Taru belt of Kishtwar. The encounter with the terrorists took place during this operation.
 
Meanwhile, a balloon resembling a Pakistani plane was found on Monday in an open field in Kachariyal village, under the Pallanwala police post in the Khour sector of Jammu. The white and green balloon had "PIA" (Pakistan International Airlines) written on it.
 
Local residents first spotted the balloon and informed the police. Official sources said that after completing the preliminary investigation, the balloon has been handed over to the Pallanwala police post for further action.
 
This encounter is the third clash between security forces and terrorists in the Jammu region this year. Earlier, similar encounters took place on January 7 and January 13 in the Kahog and Najot forests of the Billawar area in Kathua district.

Separately, an encounter took place between terrorists and security forces near Sohan village in the Majalta area of ​​Udhampur, Jammu and Kashmir, on December 16.
