After the Zero Hour, MLA Ghanshyam proposed a discussion on Vande Mataram, which the Speaker accepted. During this, Congress MLA Aditya Surjewala raised a question. He said, "I want to ask the government if this is what the government is doing. We have sold the hills to industrialists today. Even after this, the government says that this is necessary."

Meanwhile, Minister Anil Vij interrupted, saying, "You removed Vande Mataram after Jinnah left." This led to an uproar from the Congress MLAs. The ruling party members started chanting slogans of Vande Mataram. Speaker Harvinder Kalyan said, "Work to enhance the dignity of Vande Mataram, don't bring it down."

Major updates related to the Assembly session...

CM says: Leader of the Opposition's signature is missing on the no-confidence motion
CM Nayab Saini, commenting on the no-confidence motion brought by the Congress, said that it did not send a good message to the public. "I carefully read the notice of the no-confidence motion. I saw that our Leader of the Opposition's signature was not on it. I looked carefully through my glasses again, but I still didn't see the Leader of the Opposition's signature."

The CM recited a couplet:

QuoteImage
Congress doesn't trust Hooda, the people of the country don't trust Congress, but the opposition was needed in the House, we wanted Hooda Sahib, whether the top leadership of Congress wanted it or not. Hooda Sahib is the right choice. Hooda Sahib is the right choice. Hearty congratulations to Hooda Sahib.

QuoteImage
As soon as the CM recited this couplet, the Congress MLAs started creating a ruckus. They all came to the well of the House and chanted slogans loudly. Speaker Harvinder Kalyan tried to calm them down, but the commotion continued. After this, the ruling party MLAs also created a disturbance. When Minister Anil Vij stood up to speak, the Speaker interrupted him. Vij then lashed out at the Speaker, saying that he was not allowing him to speak.

When a Congress MLA spoke about vote theft, the CM said: They are getting frustrated.
Earlier, Congress MLA BB Batra raised the issue of the Family Identity Card (PPP). He said that ration cards are being canceled continuously in the state, and the government should explain the reason for this. He further alleged that before the elections, the government issued fake ration cards and lured people with the promise of rations. Now that the elections are over, the ration cards are being canceled. This is nothing but vote theft.

Responding to this, CM Nayab Saini said that these are false allegations. They are making these false accusations just to mark their presence in the assembly. I have already given a detailed reply on this matter in the assembly before. CM Saini further added that the public has rejected them, and now they are frustrated. During this, Congress members started creating a ruckus. They calmed down after the intervention of Speaker Harvinder Kalyan.

Hooda said: Vande Mataram should not be made controversial
During the discussion on Vande Mataram in the assembly, former Chief Minister Bhupinder Singh Hooda said that Vande Mataram should not be made controversial. All our ancestors have made sacrifices for it. There can be no change in Vande Mataram now. It is our mother, and for a mother, all her sons are equal. "Nobody is opposing Vande Mataram."

Congress MLA Batra argues with BJP MLA Ghanshyam
Congress MLA BB Batra, during the discussion on Vande Mataram, said that it has been distorted in the House. The Congress party objects to some of the lines spoken by BJP MLA Ghanshyam Das Arora. MLA Ghanshyam said that Congress has been accused of dividing the country. These are MLAs, they should speak thoughtfully. To this, the BJP MLA asked if there was no Emergency in 1975. BB Batra said that such language was not even used in Parliament. Everyone chanted slogans of Vande Mataram.
Cabinet Minister Anil Vij objected to this. Standing up from his seat, he said that you have completely distorted Vande Mataram.

CM Saini says - Vande Mataram is revered by all
Chief Minister Nayab Saini, while discussing Vande Mataram, said, "Today it is a matter of great pride that this august House is discussing Vande Mataram on its 150th anniversary. I want to congratulate all the members of this House who participated in this discussion, including many leaders of the opposition. Vande Mataram is a mantra whose chanting infused new energy and inspiration into the country's freedom movement.

It is a matter of pride for us that we are witnessing the 150th year of Vande Mataram. This is not just a discussion; it is the soul of our nation, it is our cultural consciousness. Our members participated in this discussion in their own way. This mantra worked to break the chains of slavery in India. It is a privilege for all of us to remember this Vande Mataram.

Today we stand in a period when the nation is simultaneously commemorating several glorious historical events. We recently completed 75 years of our Constitution. Similarly, Sardar Patel's 150th birth anniversary is being celebrated across the country. For a month, we celebrated the 350th martyrdom day of Guru Tegh Bahadur Ji."

The opposition insisted on a discussion on SIR and raised slogans of "Vote Chor-Gaddi Chhod" (vote thief, leave the throne). Due to this, the Lok Sabha was unable to function and proceedings had to be adjourned twice.

The Rajya Sabha also witnessed uproar in the morning. Leader of the Opposition Mallikarjun Kharge demanded an immediate discussion on SIR. He stated that 12-13 people have lost their lives. This is an urgent matter.

Union Minister Kiren Rijiju responded, "Please do not impose a timeline. We are discussing with the floor leaders of various opposition parties. A decision will be made soon."

On the first day of the session (December 1), the opposition created uproar in both houses over the issue of SIR and allegations of vote rigging. Parliamentary Affairs Minister Kiren Rijiju stated in the Rajya Sabha that the government is ready to discuss SIR and electoral reforms and appealed to the opposition not to impose any time limit on this.

According to sources, the opposition has argued that instead of using the term "SIR" in the discussion, the government could list the matter in the proceedings using the term "Electoral Reform" or some other name. The government is likely to agree to this argument and will present its position in the Business Advisory Committee.

10-Hour Discussion on Vande Mataram Possible

According to media reports, the government may hold a 10-hour discussion on Vande Mataram in the House to mark the 150th anniversary of the song. This debate could take place on Thursday or Friday. PM Modi himself may participate.

Several members of the ruling party proposed this discussion at the Rajya Sabha Business Advisory Committee meeting on September 30. No official statement has yet been issued.

Lok Sabha Speaker Calls Meeting
Lok Sabha Speaker Om Birla called a meeting of party leaders on Tuesday to break the ongoing deadlock in the House over the opposition's demand for a discussion on SIR. The Speaker's meeting comes after repeated uproar in the Lok Sabha over the issue. Earlier, Parliamentary Affairs Minister Kiren Rijiju met with floor leaders of political parties but refused to give a timeframe for a discussion on electoral reforms. He argued that the opposition cannot impose its conditions on the government. The government is keen to discuss the 150th anniversary of Vande Mataram and has allocated 10 hours for the topic. Speaker Om Birla has called an all-party meeting at 3 pm to break the deadlock. This meeting will be held in the Speaker's chamber.
