He is scheduled to hold three rallies today. Speaking in Barpeta, he asserted that the National Democratic Alliance (NDA) would achieve a hat-trick of victories in Assam, while the Congress party would suffer a "century" of defeats. He stated that the BJP delivers on its promises; unlike the Congress, which lacks a vision for development.

Congress leader Rahul Gandhi has also arrived in Puducherry. Speaking in Lawspet, he alleged that the Puducherry government takes a 30% commission on all contracts and has encroached upon temple lands. He promised that a Congress government in the state would provide a monthly financial assistance of ₹2,000 to unemployed youth and offer free bus services to women.

"A large number of our soldiers' families reside in Assam. The Congress party attempts to undermine even the valor of our armed forces. It has consistently sought to fuel the agenda of our enemies."
"The Congress has sung the very tune written and composed by Pakistan—the tune that pleases them. The Pakistan connection of Congress leaders invariably proves detrimental to the nation."
"The 'One Rank, One Pension' issue stands as a prime example of how the Congress has betrayed our armed forces. The Congress is willing to do anything to attain power, and Assam has suffered greatly as a result."
**Three Key Points from Rahul Gandhi's Speech:**

"We will generate 30,000 new jobs across both the government and private sectors. We will raise the upper age limit for recruitment into government jobs to 40 years. Every family will receive health insurance coverage worth ₹20 lakh."
"Law and order in Puducherry is deteriorating; people are afraid to venture out at night, and women and children feel unsafe."
"The Lieutenant Governor herself has acknowledged that drug addiction is spreading rapidly among school students in the state. They are fully aware that this problem exists."

**PM Modi Says: The People of Assam Must Remain Extremely Cautious and Vigilant**
"You must remain extremely cautious and vigilant. The Congress is openly siding with infiltrators. Furthermore, the Congress is now even opposing the actions being taken against these illegal encroachments." The PM stated that the Congress party is proposing to enact a law in Assam under which even those who use the term "infiltrator" could face imprisonment. Is such a law acceptable to you? The Congress would, through the very framework of the law, declare infiltrators to be victims. Consequently, the indigenous majority—the children of this land—would live under the constant threat of incarceration. In every interview and speech, Congress leaders are openly discussing their intent to enact such a law.

**PM Says: Congress Has Given Nothing to the Nation's Tribals**

PM Modi asserted that the Congress party has contributed absolutely nothing to the tribal communities of the country. He asked the audience to recall the events that unfolded in the Bodo region—the number of lives lost and the countless futures shattered—reminding them that they had witnessed these tragedies firsthand. He alleged that the Congress would sign agreements on paper, only to betray the tribal people on the ground.

He further stated that his government has prioritized the restoration of local peace. That is precisely why a celebration of peace is being held here today. Efforts are currently underway to integrate 10,000 such youths—who have laid down their arms—back into the mainstream of society. For the sake of enduring peace in Assam, it is absolutely essential to keep the Congress party out of the state.

**Himanta Alleges: Congress Leaders Sourcing Content from Pakistani Social Media Groups**

On Monday, Assam Chief Minister Himanta Biswa Sarma alleged that Congress leaders Pawan Khera and Gaurav Gogoi obtained the material they used during their press conference from Pakistani social media groups.

Speaking to the media in Guwahati, Himanta remarked, "Pakistan's interest in the Assam elections—and in supporting the Congress party—has evidently intensified. Over the past ten days alone, Pakistani television channels have aired 11 talk shows dedicated to this subject."

Himanta further alleged, "The underlying conclusion of every single one of these talk shows is that the Congress party *must* win. Yesterday's press conference has served to make the Congress party's connection with Pakistan even more glaringly obvious."

This controversy stems from allegations leveled by Pawan Khera, who claimed on Sunday that Chief Minister Sarma's wife, Rinki Bhuyan Sarma, possesses multiple passports and owns undisclosed business interests abroad. Assam CM's Press Conference: 5 Key Points

Generally, when you raise an issue before the public using forged documents, Sections 420 and 468 of the IPC apply. Naturally, corresponding provisions for this also exist within the new BNS.
When you level such allegations using fabricated documents with the intent to influence election results, provisions for severe punishment come into force—penalties that can extend up to life imprisonment.
My wife filed an FIR yesterday, and I am confident that the police will take the necessary action by registering a case under the appropriate sections of the law.
Why did you seek assistance from Pakistani social media groups? We intend to take legal action regarding every single allegation leveled against us; however, my specific charge is this: Why is Pakistan aiding Gaurav Gogoi?
We received information from an insider within the Congress party itself that something of this nature was being planned. Why has Tarun Gogoi's son, Gaurav Gogoi, stooped to such a low level? Furthermore, why do you not disclose the details of your ties with Pakistan?

PM Says: We Raised Paddy Prices; Farmers Are Happy Today

The Prime Minister remarked that Congress governments remain in power in only a handful of states across the country—so few, in fact, that one could count them on the fingers of a single hand. In these few remaining states, the Congress party never presents its "report card" to the public. In contrast, the BJP transparently informs the public about the specific measures it has undertaken to serve the people.

India's heritage has returned after a wait of 125 years. The fact that the relics were taken out of India and then returned is a great lesson. They were taken away from India during the period of colonial rule.

For those who took them, these were merely antiques, and they even tried to auction them in the international market. India decided that we would not allow them to be auctioned. We express our gratitude to the Godrej Group;
it is because of their cooperation that these relics have been able to return to the land of Buddha.

In fact, in 1898, relics of Lord Buddha were found during excavations in Piprahwa (Kapilavastu region) in Uttar Pradesh. This excavation took place during the British era. The person who conducted the excavation, W.C. Peppe, was an engineer in the British administration at that time. At that time, these relics were sent out of India. They have now been brought back.
The relics are on display at the exhibition of the sacred Piprahwa relics associated with Lord Buddha at the Rai Pithora Cultural Complex in Delhi. PM Modi inaugurated this exhibition.

Three key points from Modi's speech...

Lord Buddha's wisdom belongs to all of humanity. We have felt this sentiment in the last few months. In the countries where these relics went, there was an outpouring of faith. More than 4 million people visited the relics kept in Thailand. In Mongolia, thousands of people waited for hours. Many people wanted to touch the Indian representatives because they had come from the land of Buddha. Millions of people also saw them in Russia. Lord Buddha belongs to everyone, Buddha unites everyone.
I consider myself fortunate; he has had a profound place in my life. Even when I was away from my governmental responsibilities, I used to visit Buddhist pilgrimage sites. Visiting the Maya Devi Temple in Lumbini, Nepal, was a wonderful experience. I also felt the presence of Lord Buddha in Japan and China. In Mongolia, I saw the connection with Buddha in the eyes of the people. Wherever I went, my endeavor was to return with a symbol of Buddha's legacy. This shared heritage of Lord Buddha is proof that India connects not only through diplomacy and politics but also through faith and spirituality. India is a living custodian of his tradition.

Learn about the Piprahwa relics...

The Piprahwa relics are sacred and archaeological artifacts associated with Lord Buddha. These relics were discovered during excavations at a place called Piprahwa in the Siddharthnagar district of Uttar Pradesh.

It is believed that they include the relics (bone fragments) of Lord Buddha and other ancient objects associated with him, which were distributed to different places after his Mahaparinirvana (passing away).

He said, “In the last eight decades, the world has witnessed many ups and downs. Humanity has had to face many kinds of challenges and crises. But amidst all this, the India-Russia friendship has always remained unwavering and stable, like the North Star.”

Modi said that the relations between the two countries have stood the test of time. The PM said that both countries have formulated a strategy for economic cooperation until 2030. Meanwhile, the Russian President said that Russia will continue to supply oil to India without interruption.

Russian President Vladimir Putin, who is on a visit to India, was welcomed this morning at Rashtrapati Bhavan with a 21-gun salute. He was then given a Guard of Honour. After that, Putin paid tribute to the Father of the Nation, Mahatma Gandhi, at Rajghat.

Putin-Modi Press Conference Ends
Russian President Vladimir Putin and Indian Prime Minister Narendra Modi have concluded their press conference in Delhi.

Initially, the two leaders signed several Memoranda of Understanding (MoUs) in areas such as trade and agriculture.

MoUs are not legally binding, but are initial documents that set the direction for larger and more formal agreements in the future.

During the press conference, neither leader took questions from the media, but they made the following statements.

Putin says Russia will continue to supply weapons to India
Putin said that for almost fifty years, Russia has been helping the Indian Army with weapons and modernizing it, whether it is the Air Defence Forces, aviation or the Navy. Overall, we are completely satisfied with the results of the talks we have just concluded.

I am fully confident that this visit and the agreements reached here will further deepen the strategic partnership between India and Russia, which will benefit both our countries and the people of India and Russia. Putin says India-Russia business increased by 12% in one year
Putin said that bilateral trade between India and Russia increased by 12% last year. This is a new record in itself. He said that this figure may appear slightly different in different sources, but on average it is approximately 64 billion US dollars.

Putin said that they are estimating that the level of trade will remain equally strong this year as well. Putin said that both countries are ready to take this trade to 100 billion dollars.

Exports from Russia to India

Crude oil accounts for approximately 76% of imports from Russia to India. If other oil and coal are included, it goes up to 85%.

Exports from India to Russia

Medicines, fine chemicals, textiles, tea, coffee, rice, spices, etc.

Nuclear power plant being built with Russia's help
Putin said that Russia and India are jointly building the largest nuclear power plant in India. This is the Kudankulam Nuclear Power Plant (Tamil Nadu). It is one of the largest nuclear projects not only in India but also in Asia.

A total of 6 reactors are being built in this plant. Each reactor will generate 1000 megawatts of electricity. That means that when the entire project is completed, it will provide 6000 megawatts (6 gigawatts) of electricity.

Putin said that three of the six reactors have already been connected to India's energy network. The remaining 3 reactors (Units 4, 5 and 6) are in different stages of construction.

Why is this project special?

It will provide India with clean energy.
It will reduce dependence on coal.
It will increase the availability of electricity in the states of South India.

He said, "The central government doesn't want me to meet people coming from abroad. Modi ji and the Ministry of External Affairs don't follow this rule. This is their insecurity."

Rahul added, "We all have relationships with other countries. The Leader of the Opposition offers a different perspective. We also represent India; it's not just the government that does."

Rahul further stated...

"It's usually the tradition that whoever comes from abroad meets the Leader of the Opposition. This happened during the governments of Vajpayee ji and Manmohan Singh ji. It has been a tradition, but nowadays, when foreign guests come or when I go abroad, the central government advises them not to meet the Leader of the Opposition. This is their policy, and they always do this."

Meanwhile, Russia's First Deputy Prime Minister Denis Manturov arrived at Parliament on Thursday morning.
Congress MP Manish Tewari said, "I have given a notice for suspension of business today demanding a discussion on Delhi's air pollution. People are facing a lot of problems. Children are having difficulty breathing. This is a huge health crisis."

Regarding the rupee's exchange rate against the dollar, he said, "It's very strange that when the rupee was below 60, they used to talk about the times of Dr. Manmohan Singh and Sonia Gandhi, but now the rupee has reached 90. Now, which era are they comparing it to?"

Priyanka's question: Rupee crosses 90 against the dollar, what will the government answer now?
Congress MP Priyanka Gandhi Vadra said, "A few years ago, when the value of the dollar increased against the rupee during Manmohan Singh's time, the BJP made it an issue. Now the rupee is above 90 against the dollar. What is their answer to this?"

Sonia says: Government should take immediate steps on Delhi pollution
Congress leader Sonia Gandhi demanded that the central government take immediate action on Delhi's pollution. The opposition insisted on a discussion on SIR and raised slogans of "Vote Chor-Gaddi Chhod" (vote thief, leave the throne). Due to this, the Lok Sabha was unable to function and proceedings had to be adjourned twice.

The Rajya Sabha also witnessed uproar in the morning. Leader of the Opposition Mallikarjun Kharge demanded an immediate discussion on SIR. He stated that 12-13 people have lost their lives. This is an urgent matter.

Union Minister Kiren Rijiju responded, "Please do not impose a timeline. We are discussing with the floor leaders of various opposition parties. A decision will be made soon."

On the first day of the session (December 1), the opposition created uproar in both houses over the issue of SIR and allegations of vote rigging. Parliamentary Affairs Minister Kiren Rijiju stated in the Rajya Sabha that the government is ready to discuss SIR and electoral reforms and appealed to the opposition not to impose any time limit on this.

According to sources, the opposition has argued that instead of using the term "SIR" in the discussion, the government could list the matter in the proceedings using the term "Electoral Reform" or some other name. The government is likely to agree to this argument and will present its position in the Business Advisory Committee.

10-Hour Discussion on Vande Mataram Possible

According to media reports, the government may hold a 10-hour discussion on Vande Mataram in the House to mark the 150th anniversary of the song. This debate could take place on Thursday or Friday. PM Modi himself may participate.

Several members of the ruling party proposed this discussion at the Rajya Sabha Business Advisory Committee meeting on September 30. No official statement has yet been issued.

Lok Sabha Speaker Calls Meeting
Lok Sabha Speaker Om Birla called a meeting of party leaders on Tuesday to break the ongoing deadlock in the House over the opposition's demand for a discussion on SIR. The Speaker's meeting comes after repeated uproar in the Lok Sabha over the issue. Earlier, Parliamentary Affairs Minister Kiren Rijiju met with floor leaders of political parties but refused to give a timeframe for a discussion on electoral reforms. He argued that the opposition cannot impose its conditions on the government. The government is keen to discuss the 150th anniversary of Vande Mataram and has allocated 10 hours for the topic. Speaker Om Birla has called an all-party meeting at 3 pm to break the deadlock. This meeting will be held in the Speaker's chamber.

The PM arrived in Udupi around 11 a.m. and also held a three-kilometer road show.

The Prime Minister will travel to Goa in the evening to unveil a 77-foot-tall bronze statue of Lord Rama at the Sri Sansthan Gokarna Jivottam Matha in Canacona.

The statue was created by Ram Sutar, the sculptor of the Statue of Unity. It is the world's tallest statue of Lord Rama. During the event, the Prime Minister will release a special commemorative postage stamp and a coin.

PM's address: 4 key points...

Visiting Udupi is very special for me. Udupi has been the birthplace of the Jan Sangh and Bharatiya Janata Party's model of good governance. In 1968, the people of Udupi elected V.S. Acharya of the Jan Sangh to the Udupi Municipal Corporation. Additionally, Udupi laid the foundation for a new governance model.

I was born in Gujarat, and there is a deep connection between Gujarat and Udupi. The idol installed here was worshipped by Mother Rukmini in Dwarka. Later, this idol was installed here. Last year, I visited Dwarka Ji, which is under the sea.

Mantras and verses from the Gita have been recited in our society for centuries. But when 100,000 voices recite these verses in unison, when so many people recite a sacred text like the Gita, when such divine words resonate together in one place, an energy is released that gives our minds and brains a new vibration and new strength.

Shri Krishna preached the Gita on the battlefield. The Bhagavad Gita teaches us that to restore peace and truth, it is necessary to end the oppressor. This is the essence of the National Security Policy. Previous governments did not retaliate after terrorist attacks, but this is the new India. We know how to establish peace and protect it.

The Prime Minister will arrive at the Sri Sansthan Gokarna Paratagali Jivottam Math in Canacona, South Goa, at 4 p.m. This Math is considered the first major center of the Gaud Saraswat Brahmin Vaishnav tradition and follows the Dvaita order. The Math is headquartered in the town of Paratagali, located on the banks of the Kushavati River.

In Canacona, the Prime Minister will unveil a 77-foot-tall bronze statue of Lord Shri Ram. He will also inaugurate the 'Ramayana Theme Park Garden' developed by the Math. The statue was created by renowned sculptor Ram Sutar, who created the Statue of Unity in Gujarat.

According to the investigating agency, Shoaib not only sheltered Umar in his home but also helped him deliver explosives, provide safe routes, and escape. DNA matching on Thursday confirmed that Umar was the one in the car.

Umar lived in the Koil area of Pulwama. Police have detained his parents and brothers for questioning. Meanwhile, security forces have raided 500 locations in Kashmir over the past three days, detaining 600 people for questioning.

Intelligence agencies have revealed that the eight terrorists arrested so far had planned to carry out blasts in various locations across the country, including Delhi, on December 6th, the anniversary of the demolition of the Babri Masjid. They had arranged 32 cars for this purpose.

So far, 13 people have died in the Delhi blasts on November 10th, while 20 others are injured, three of whom are said to be in critical condition.

Bhaskar's 2 Investigations into the Delhi Blast

Maulana Mohammad Irfan, who studied only till the third grade, taught doctors about terrorism: Maulana Mohammad Irfan, the Kashmiri cleric who led to the exposure of the terrorists' white-collar terror module, had only studied till the third grade. However, he had already taught doctors about terrorism. Irfan is a resident of Shopian and used to teach at a madrasa in Nowgam. On October 17th, he wrote a threatening poster for the terrorist organization Jaish-e-Mohammed. He then took it for printing. The poster contained threatening remarks against the army. Soldiers saw the poster and searched around, leading to the cleric's whereabouts. The next day, soldiers arrived in Shopian and arrested him. Investigating sources told Bhaskar that the room in the mosque where Irfan lived in Nowgam was opened and more posters were found there. Following this, the first case was registered. The matter remained quiet for a few days, but on October 27th, more posters were found in Nowgam. These were printed. CCTV footage identified the person who planted them as Dr. Adil Mohammad, a resident of Wampora, Kulgam.

Where four terrorists emerged, 40% of the doctors are Kashmiri: At Al Falah University, located in Dhauj village, Faridabad, where four terrorist doctors emerged, 40% of the doctors are Kashmiri. A female doctor posted at the medical college, speaking on condition of anonymity, told Bhaskar that female terrorist Dr. Shaheen joined as a professor in 2021. The management gave her a key position on the college's six-member Pharmaco-Vigilance Committee. She was the one who secured jobs for Pulwama terrorist Dr. Muzammil Ghani, Dr. Umar Nabi, and Dr. Sajjad Ahmed in 2022. She also got Sajjad appointed as a member of the college committee. Shaheen and Sajjad had considerable influence at the university.

The PM said, "This time, buy only indigenous products during the festivals. Resolve, forever, to buy only what is produced in the country."

The PM also spoke on Dussehra and Chhath festivals. Modi said, "The Indian government is working to include Chhath festival in the UNESCO list. After this, the grandeur of the festival will spread throughout the world."

The program began with a tribute to Bhagat Singh and Lata Mangeshkar.
The PM said, "Today is Lata Mangeshkar's birth anniversary. Anyone interested in Indian culture and music cannot help but be moved by her songs. Her songs have everything that stirs human emotions. Sudhir Phadke, the great figure of Marathi light music, first introduced me to Lata Didi." I told Lata Didi that I really like your song, "Jyoti Kalash Chhalke."

The immortal martyr Bhagat Singh is an inspiration for every Indian, especially the youth of the country. Fearlessness was deeply ingrained in his nature. Before being hanged for the country, Bhagat Singh wrote a letter to the British, saying, "I want you to treat me and my comrades like prisoners of war. Therefore, our lives should be taken not by hanging but by shooting." This is a testament to his indomitable courage.

PM's address, 5 key points...

On Vocal for Local
If we resolve to celebrate festivals this year with only indigenous products, you will see the joy of our celebrations increase exponentially. Make 'Vocal for Local' your shopping mantra. Resolve, forever, to buy only what is produced in the country. We will take home only what is made by the people of the country. We will use only products that have the hard work of a citizen of the country.

On Chhath Festival
Our festivals and celebrations keep India's culture alive. Chhath Puja is a sacred festival that comes after Diwali. This grand festival dedicated to the Sun God is very special. During this festival, we offer prayers to the setting sun and worship him. Chhath is not only celebrated in different parts of the country, but its splendor is seen all over the world. Today, it is becoming a global festival. I am very happy to inform you that the Government of India is also making a major effort to celebrate Chhath Puja.

On Gandhi Jayanti
October 2nd is Gandhi Jayanti. Gandhiji always emphasized the adoption of Swadeshi, and Khadi was foremost among them. Unfortunately, after independence, Khadi's charm was fading, but in the last 11 years, people's attraction towards Khadi has increased significantly. Khadi sales have seen a surge in the last few years. I urge all of you to buy some Khadi product on October 2nd. Proudly declare that it is Swadeshi. Share it on social media with Vocal for Local.

About RSS
This Vijayadashami is very special for another reason. It marks the 100th anniversary of the founding of the Rashtriya Swayamsevak Sangh (RSS). This journey of a century is as remarkable, unprecedented, and inspiring as it is remarkable. When the RSS was founded 100 years ago, the country had been bound in the chains of slavery for centuries. This centuries-long slavery had deeply hurt our self-respect and self-confidence. The world's oldest civilization was facing an identity crisis. Our citizens were becoming victims of an inferiority complex.

About Clean India
During festivals, we all engage in cleaning our homes. But cleanliness shouldn't be limited to the four walls of our homes. Cleanliness should become our responsibility everywhere: streets, neighborhoods, markets, and villages. Friends, this entire time is a time of celebration here, and Diwali becomes a grand celebration. I wish you all a very happy Diwali.

Mention of these people in Mann Ki Baat

Lieutenant Commanders Dilna and Rupa
Two brave officers of the Indian Navy demonstrated courage and determination during the Navika Sagar Parikrama. Lieutenant Commanders Dilna and Rupa traveled 50,000 km in a rowboat for eight months continuously. The PM spoke with both of them over the phone. During this time, the women officers discussed the challenges they faced during the journey.

Ashish Satyavrat Sahu
Ashish Satyavrat Sahu of Jharkhand has brought tribal weaving and clothing to the global stage through the Johragram brand. Thanks to his efforts, people in other countries have also become aware of Jharkhand's cultural heritage.

Ashok Jagadeeshan-Prem Selvaraj
Ashok Jagadeeshan and Prem Selvaraj of Tamil Nadu left their corporate jobs and took up a new initiative. They made yoga mats from grass and banana fibre, dyed clothes with herbal dyes, and provided employment to 200 families by training them.

The government has given this relief to the refugees under the Immigration and Foreigners Act, 2025 (13 of 2025). According to this law, these persecuted minorities who came to India on or before 31 December 2024 will be granted Indian citizenship. This important order will provide relief to a large number of people, especially those Hindus from Pakistan, who came to India after 2014 and were worried about their future.

What was said in the order?

According to the gazette notification issued by the Home Ministry, 'Minority communities of Afghanistan, Bangladesh and Pakistan - Hindus, Sikhs, Buddhists, Jains, Parsis and Christians, who were forced to take refuge in India due to religious persecution or fear of it and entered the country without valid documents on or before 31 December 2024, will be exempted from the rule of having a valid passport and visa.'

What are the rules for citizens of Nepal and Bhutan?

The order makes it clear that citizens of Nepal and Bhutan will not need a passport and visa to travel to or stay in India, provided they enter India through the border route. This arrangement will continue as before. However, if a Nepali or Bhutanese citizen comes to India from China, Macau, Hong Kong or Pakistan, it will be mandatory for him to have a valid passport.
