<p style="text-align:justify;">It is also alleged that when the police officers in the pilot car protested, the ASI and his fellow officers got into an altercation with them. The situation escalated to a physical fight. Following this, the MLA got out of his car and informed the police officers about the incident. The checkpoint in-charge, who arrived on the scene, somehow managed to calm the situation.</p>
<p style="text-align:justify;">In this case, the checkpoint in-charge has filed an FIR against the accused ASI and other police officers on the very first day of the new year 2026 for driving under the influence, negligent driving, and causing an accident. The four police officers, including the ASI, have also been suspended. His car has been seized.</p>
<p style="text-align:justify;">Notably, the accused ASI's car did not have a front number plate, and the letters on the rear number plate were missing. This is despite the continuous strict enforcement against number plate tampering in the city. The accident occurred at a major busy junction in the city, where a much larger accident could have easily happened.</p>

<p style="text-align:justify;">Checkpoint set up at the intersection in front of INOX Mall: In his complaint, checkpoint in-charge Ramesh stated that a checkpoint duty had been assigned near the INOX Mall as part of the New Year's security arrangements, as per the instructions of senior officers. He himself was deployed as the in-charge at the checkpoint. Head Constable Sanjay, Poonam, Constable Sombir, Sudhir, SPO Ajaypal, and Home Guard Raghubir were also deployed with him. Vehicles coming from the New Colony traffic light were being subjected to intensive checking at the checkpoint.</p>
<p style="text-align:justify;">ASI takes police personnel in his car from the checkpoint: Meanwhile, ASI Baljeet Singh arrived at the checkpoint in his private white Venue car. He called SPO Ajaypal to join him. After about half an hour, both of them came out of the INOX Mall. Baljeet made Head Constable Sanjay Kumar and Hansraj, who were on duty at the checkpoint, sit in his car and said that they were coming back after having food.</p>
<p style="text-align:justify;">Collision due to taking a U-turn at high speed: According to checkpoint in-charge Ramesh, the ASI then drove the car at high speed and suddenly took a U-turn from the Sector 4/7 intersection towards the New Colony turn. During this time, his car collided violently with the pilot Scorpio vehicle belonging to MLA Mukesh Sharma's convoy, which was coming from the railway station side. After the collision, the pilot vehicle stopped at the spot.</p>
<p style="text-align:justify;">Argument between both parties, ASI found to be drunk: Checkpoint in-charge Ramesh further stated that an argument ensued between both parties after the collision. Hearing the argument, he reached the spot. He saw that the front number plate of Baljeet's Venue car was missing and he appeared to be heavily intoxicated with alcohol and his eyes were red. He was not listening even after being reasoned with. On the contrary, he continued to behave rudely. The MLA informed the senior officers about this.</p>
<p style="text-align:justify;">Report filed against the ASI on the first day of the new year: The pilot vehicle suffered considerable damage in this accident. On January 1st, checkpoint in-charge Ramesh filed an FIR against the accused ASI for driving under the influence of alcohol, reckless driving, and causing an accident. This report was filed against a police officer on the very first day of the new year.</p>

<p style="text-align:justify;">Cabinet Minister Anil Vij had stated two days ago that he had recently held a board meeting. In this meeting, irregularities were discovered in the appointment of board members, as well as in the distribution of benefits to construction workers. He immediately ordered an investigation, which revealed irregularities in six districts.</p>
<p style="text-align:justify;">Work Slip Verification After Identification of Irregularities</p>
<p style="text-align:justify;">Minister Anil Vij stated that the initial investigation was conducted in Hisar, Kaithal, Jind, Sirsa, Faridabad, and Bhiwani districts, where numerous irregularities were found. Subsequently, the Deputy Commissioners of all districts in the state were asked to form district-level committees.</p>
<p style="text-align:justify;">These committees comprised officials from the Labor Department and three other officials. These committees are examining online work slips issued between August 2023 and March 2025. The investigation began approximately four months ago, and 100% of the verification has been completed in 13 districts.</p>
<p style="text-align:justify;">5.46 Lakh Work Slips Found Illegal</p>
<p style="text-align:justify;">Anil Vij further stated that a total of 599,758 work slips were issued in these 13 districts, of which only 53,249 were found to be genuine. The remaining 546,509 were found to be incorrect. Similarly, the names of 221,517 laborers were registered, but after investigation, only 14,240 were found to be genuine, while the names of 193,756 laborers were found to be fraudulent. This implies a large number of incorrect work slips and the names of fake laborers were registered.</p>
<p style="text-align:justify;">Fake Registration of Entire Villages</p>
<p style="text-align:justify;">Anil Vij said that it has become clear that in many places, entire villages obtained fraudulent registrations and work slips so that those who are not entitled to the schemes can also benefit from government schemes. A worker receives benefits of up to ₹2.5 lakh from various schemes, which is causing significant losses to the government. This is outright loot, costing the government hundreds of crores of rupees.</p>
<p style="text-align:justify;">Instructions to not accept new applications</p>
<p style="text-align:justify;">Vij said that investigating committees are examining everything, such as whether the worksite is genuine, whether the worker was involved in the work, and who the owner is. The Right to Service deadlines have been suspended during the investigation.</p>

<p style="text-align:justify;"><strong>Even the local administration decides the collector rate</strong><br />The collector rate of land is decided by the local administration in any district. It is decided on the basis of the market price of land in different areas of different cities.</p>
<p style="text-align:justify;">Collector rate is the minimum price of land in any district at which a real estate property can be sold to a buyer. The collector rate keeps changing from time to time, which depends on the location and market trends.</p>
<p style="text-align:justify;"><strong>Highest collector rate in NCR</strong></p>
<p style="text-align:justify;">Due to its proximity to the country's capital Delhi, land is very expensive in NCR, so the collector rate there is much higher than other districts. Last year, the collector rate of land was increased by 12 to 32 percent. In Rohtak, Gurugram, Faridabad, Palwal, Bahadurgarh, Sonipat, Karnal and Panipat, the collector rate was increased by 20 percent and in Gurugram, Sohna, Faridabad, Pataudi and Ballabhgarh, the collector rate was increased by 30 percent.</p>

<p style="text-align:justify;">Dak Kanwad was prepared on Tuesday morning: According to the information, 15 youths of Gumthala village of Yamunanagar had taken a pledge to bring Ganga water from Haridwar. Due to this resolution, the youths had prepared a pickup vehicle as a Dak Kanwad at around 6:30 am on Tuesday morning. Before leaving for Haridwar, all the youths went to the temple in the village to pay obeisance. After paying obeisance in the temple, everyone had to leave after doing parikrama in the village.<br />The vehicle came in contact with wires while doing parikrama of the village: According to the villagers, all the youths who had gone to pay obeisance in the temple were doing parikrama of the village with the vehicle prepared as Dak Kanwad. They had gone a little distance from the temple when their vehicle came in contact with the high voltage line passing above. This is a 11000 volt line. As soon as it came in contact with the wires, current passed through the vehicle. Due to this, the people in the vehicle got a severe electric shock. 3 tires of the vehicle also burst with a bang.</p>
<p style="text-align:justify;">2 died on the spot, two were burnt, 11 saved their lives by jumping: Villagers said that as soon as the current passed through the vehicle, two youths Kuldeep and Harish died on the spot in agony, while two Rinku and Sumit were severely burnt. The other 11 somehow saved their lives by jumping. 5-6 youths got injured while jumping. It was told that these four got caught in the current because they were touching the iron parts of the vehicle, while the other youths who survived were sitting on mattresses and the girl's mats.<br />People kept standing and watching for a long time, did not try to save: Many people of the village were present during the parikrama, but immediately after the accident, no villager got into the vehicle to save the Kanwariyas. <p style="text-align:justify;">Irregularities in meter readings came to light in 2014: Vinod, who lives in Kunjpura village, said that in 2014, the meter on my saw machine was showing very high readings and ADI. I called the then SDO Krishna Lal and JE Ram Singh. Then the SDO told me that my readings have increased, which is 26 kW, while the connection is of 20 kW. I told the officials that the load has increased by 6 kW, which means there must be some deficiency in the meter, because last month the bill was Rs 2 thousand.</p>
<p style="text-align:justify;">The officials had imposed a penalty of Rs 12 thousand: Vinod further said that the officials had found an increased reading of about 21 thousand. On this, the officials had imposed a penalty of Rs 12 thousand on me, which I paid immediately. After this, both the officials also made a bill of about 1 lakh 20 thousand for 21 thousand units. I was told that I will have to pay this bill. I said that this is wrong, because a new meter has been installed only last month, then how did such a high bill come. We went to court regarding this matter.</p>
<p style="text-align:justify;">Case went to court, officials presented false documents: Vinod told that the case was started in the court by paying 30 thousand rupees of the bill. The court ordered to keep paying the current bill and when the decision of this bill comes, it will be settled later. We kept paying the current bill. During the court case itself, the officials of the Electricity Corporation changed my NDS connection to MS connection with the power of their pen, which meant that every month a bill of 25 to 30 thousand would have to come. I also kept tolerating this injustice of the officials.</p>
<p style="text-align:justify;">Connection disconnected in December 2023: Vinod told that in 2023, the Electricity Corporation made a bill for one year and gave it to me, which was about one lakh 34 thousand rupees. Whereas the current bill should come in one or two months. I paid the bill in installments, but I could not pay the entire bill. On this, my meter was uprooted in December 2023. Even the meter was taken for lab test, where no discrepancy was found.</p>
<p style="text-align:justify;">Resentment being kept on complaining to the minister: Vinod told that the officials had given electricity connection to two people without the permission of the forest department. In this case, the officials had taken five lakh rupees as bribe, which I opposed. I had given their complaint to the then minister Karnadev Kamboj. In this, the officials had compromised and said not to complain. I also agreed to their words. Since then, the officials have been holding a grudge against me and under this grudge my connection was cut.</p>
<p style="text-align:justify;">When applied for domestic connection, 1.45 crore was told to be due: Vinod told that after facing trouble for one and a half years without electricity, in the last week of May 2025, I had applied for a one kilowatt domestic connection in the name of my wife Saroj. On May 30, the electricity corporation rejected the file and gave the reason that we have an amount of 1.45 crores pending on us. After this, I applied for a connection on July 1 in the name of my father Gyanchand, but this file was also rejected. The reason given for this was also that the amount is pending, but the officials are not telling what this amount is for.</p>
<p style="text-align:justify;">A conspiracy was hatched to trap me in a theft case</p>
<p style="text-align:justify;">Vinod told that the people of the electricity corporation hatched a conspiracy to trap me. They said that you start the light in your house, I refused them. Because we did not know how to install the light. Then the officials asked their lineman to give a wire to the house and the next day implicated me in a case of electricity theft. On receiving the information, police and fire brigade teams reached the spot and started a search operation. After about two hours of hard work, when nothing was found, the officials heaved a sigh of relief.</p>
<p style="text-align:justify;">The school management had informed about receiving a bomb mail at around 11 pm. This mail was sent at midnight. In which more than 20 schools of Gurugram as well as Delhi were included.</p>
<p style="text-align:justify;"><strong>The school was evacuated and the bomb squad investigated.</strong></p>
<p style="text-align:justify;">According to the police, the emails may have been sent from foreign servers and encrypted platforms. The police have expressed the possibility of considering them hoaxes (false threats), but nothing can be said for sure until the investigation is completed.</p>
<p style="text-align:justify;">Police spokesperson Sandeep Kumar said that as soon as the information was received, a search and evacuation operation was started. Many schools in Delhi had also received threats of bombs being planted. Police and fire brigade teams evacuated the school. The bomb squad conducted a thorough search but nothing was found.</p>

<p style="text-align:justify;">कुमार ने संवाददाताओं को बताया, "आरोपी, उसके पिता दीपक को पुलिस ने गिरफ्तार कर लिया है और हत्या का हथियार, एक लाइसेंसी पिस्तौल, मौके से ज़ब्त कर लिया गया है। आरोपी से पूछताछ करने पर, उसने स्वीकार किया कि वह अपनी बेटी द्वारा टेनिस अकादमी चलाने से नाराज़ था। उसने कहा कि वह आर्थिक रूप से संपन्न है, इसलिए उसकी बेटी को अकादमी चलाने की ज़रूरत नहीं है। इस बात को लेकर उनके बीच अक्सर बहस होती थी।"</p>

<p style="text-align:justify;">सतलुज-यमुना लिंक नहर के निर्माण में देरी को लेकर CM सैनी कह चुके हैं, "सुप्रीम कोर्ट द्वारा हरियाणा के पक्ष में स्पष्ट आदेश दिए जाने के बावजूद पंजाब की भगवंत मान सरकार सहयोग की बजाय टकराव की राह पर है। मुख्यमंत्री भगवंत मान अहंकार के रथ से नीचे उतरें, क्योंकि पंजाब गुरुओं की धरती है, उन्हें समाज हित में काम करने चाहिए, लेकिन भगवंत मान तो गुरुओं की शिक्षा का अनादर करते जा रहे है।"</p>
<p style="text-align:justify;">पंजाब के सीएम भगवंत मान कह चुके हैं, "पंजाब में पानी की गंभीर स्थिति को देखते हुए सतलुज-यमुना-लिंक नहर के बजाय यमुना-सतलुज-लिंक नहर के निर्माण पर विचार किया जाना चाहिए। 12 मार्च, 1954 को पुराने पंजाब और उत्तर प्रदेश के बीच एक समझौते में यमुना के पानी से सिंचाई के लिए किसी विशेष क्षेत्र को नहीं दर्शाया गया था।"</p>
<p style="text-align:justify;">मई में सुप्रीम कोर्ट ने फिर से पंजाब और हरियाणा को मामले को सुलझाने के लिए केंद्र के साथ सहयोग करने का निर्देश दिया। सुप्रीम कोर्ट ने पहले जल शक्ति मंत्री को इस मामले में मुख्य मध्यस्थ नियुक्त किया था और उनसे कहा था कि वे केवल 'मूक दर्शक' बने रहने के बजाय सक्रिय भूमिका निभाएं।</p>

<p style="text-align:justify;">यह मामला 214 किलोमीटर लंबी SYL नहर के निर्माण से संबंधित है, जिसमें से 122 किलोमीटर पंजाब में और 92 किलोमीटर हरियाणा में बनाई जानी थी। हरियाणा ने अपना हिस्सा पूरा कर लिया, जबकि पंजाब ने 1982 में इस परियोजना को ठंडे बस्ते में डाल दिया। यह मामला 1981 का है, जब दोनों राज्यों के बीच जल बंटवारे पर समझौता हुआ था और बेहतर जल बंटवारे के लिए एसवाईएल नहर बनाने का निर्णय लिया गया था।</p>
